The Ho Chi Minh City Urban Railway Management Board (investor) has just reported on the implementation of Resolution No. 188 of the National Assembly and metro project No. 2 (Ben Thanh - Tham Luong).
Regarding progress, the Ho Chi Minh City Urban Railway Management Board said that the City People's Committee had previously issued a decision on the plan to implement Resolution No. 188 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.
For Line 2, the investor has developed a detailed implementation plan and reported to the Ho Chi Minh City People's Committee. However, up to now, many work contents have been delayed significantly compared to the expected progress.
Therefore, the Urban Railway Management Board reports to the Ho Chi Minh City People's Committee on the implementation of Resolution No. 188 of the National Assembly and the implementation of Metro Line No. 2 to serve the supervision and direction work.
According to the tasks listed by the investor, to quickly and effectively implement Resolution 188, there will still be a number of tasks of ministries and branches in parallel with the planned work groups assigned to the city's departments and branches.
Particularly for metro line 2, the procedures for investment preparation and project implementation are behind schedule.
Specifically, the group of work adjustments, package prices of some consulting contracts; approval of additional plans for selecting consulting contractors according to the plan must be completed by the end of March 2025.
However, up to now, the tasks have been delayed compared to the plan assigned by the City People's Committee from 61 to 69 days. Therefore, the investor recommends that the Department of Finance soon give opinions, synthesize and advise the City People's Committee.
Notably, the procedure to stop ODA capital and switch to public investment for metro line 2 has not been completed.
Target to start construction of metro line 2 in December 2025
On March 26, the Ho Chi Minh City People's Committee issued a plan to invest in 7 metro lines with a total length of 355km within 10 years, according to Resolution 188 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system.
The city has identified 7 key work groups with more than 60 specific tasks, including developing relevant legal documents and special documents; mobilizing and arranging investment capital; procedures for investment preparation and project implementation; urban development according to the TOD model...
To effectively implement, the City follows the 6 clear principles: "Clear people, clear work, clear time, clear responsibility, clear product, clear authority".
For 6 routes, the city will speed up the implementation of procedures to organize contractor selection and start construction of projects in phase 2027.
As for metro line 2, the city will speed up the progress to complete the procedures for converting capital sources from ODA to public investment, organize bidding and start the project in December 2025.
