Accordingly, in Circular No. 17, the Ministry of Education and Training stipulates 6 new points in organizing and selecting national excellent students.
One, the number of candidates taking the exam. Unify the understanding and ensure the practicality and feasibility of some regulations (on the number of candidates of the teams of the units (units are maximum 10 candidates, Ho Chi Minh City and Hanoi are 20 candidates).
Second, continue to maintain the organization of practical exams in Physics, Chemistry, and Biology in the selection exam for the International Olympic team. As for the national exam for excellent students, the Ministry will replace the organization of practical exams with exam papers with questions related to experimental and practical skills.

Third, increase the prize ratio of the national excellent student selection exam to ensure compliance with the regulations of regional and international Olympics. Accordingly, 60% of students will win a consolation prize or higher (previous years were 50%); in which, the total number of first, second, and third prizes will not exceed 60% of the total prizes, and the number of first prizes will not exceed 5% of the total prizes.
Fourth, supplementing the certificate in the exam. The certificate of participation in the national high school excellent student selection exam will be issued to candidates who participate in the exam but do not win a prize, this helps them have long-term personal information about participating in the exam. Previously, only candidates who won a prize were granted a certificate of participation in the exam by the Ministry of Education and Training.
Fifth, strengthen supervision, inspection and examination to effectively perform the state management function of the Ministry of Education and Training, while enhancing the professional responsibility of scientific experts, lecturers, researchers of academies, research institutes, universities, colleges and high school teachers participating in organizing the exam.
Six, supplement regulations related to the transportation of exam papers so that, when necessary, exam papers can be transported through the Government Cipher Committee's system and the form of exam on a computer connected to a local/internet network for the IT subject. Flexibility in regulations on the location of the exam to select the international Olympic team.
In 2023, the national excellent student selection exam took place with 4,589 candidates taking 12 subjects, including: Math, Physics, Chemistry, Biology, Informatics, Literature, History, Geography, English, French, Russian and Chinese. Compared to last year, the number of candidates taking the exam this year was 82 less. Hanoi was the largest group with 184 students from 7 high schools.
This exam will select the best students to be included in the Vietnamese Olympic teams to compete in regional and international competitions, the Asia-Pacific Physics and Informatics competitions, and the International Olympic competitions.
This excellent student contest for high school students aims to motivate and encourage teachers and students to develop their creativity, teach well, and study well; at the same time, discover talented students to create a source of training. Many excellent students have won international prizes and become great scientists, showing that this contest is also an opportunity for Vietnamese education to integrate internationally, according to the Ministry of Education and Training.
Prize-winning students are awarded certificates and given priority for direct admission to universities and colleges. Candidates who advance to the next round - selection for the international Olympic team - are exempted from the high school graduation exam.
Currently, all provinces and cities have reward policies for national excellent students, usually ranging from 10-50 million VND, depending on achievements.
In 2022, the whole country had more than 2,200 out of more than 4,600 contestants winning prizes. Of which, Hanoi, Hai Phong, Hai Duong and Nghe An led in the number of prizes. Ho Chi Minh City ranked 10th.
