An Giang proposes to transfer 200,000m³ of rock to construct the Ho Chi Minh Road Project

On August 2, Vice Chairman of the National Assembly Le Minh Hoan and a working delegation of the Standing Committee of Science, Technology and Environment surveyed the Ho Chi Minh Road construction project, Rach Soi - Ben Nhat and Go Quao - Vinh Thuan sections, passing through An Giang and Ca Mau provinces.

The Ho Chi Minh Road construction project, Rach Soi - Ben Nhat and Go Quao - Vinh Thuan sections, has a length of nearly 52km, with a total investment of more than 4,100 billion VND, and is part of the last group of projects under construction to basically connect the entire 2,744km Ho Chi Minh Road from Pac Bo (Cao Bang) to Dat Mui (Ca Mau).

Currently, localities have handed over 95.3% of the land, but there are still more than 2.4km of land, a bridge location, 9 power lines and a water supply pipeline that have not been relocated. Of these, there are 18 cases where people have not handed over the land even though they have been compensated for it for more than 20 years.

The value of construction output to date has reached 1,187.5/2,800 billion VND (42.4%), nearly 10% behind schedule due to a shortage of about 1.2 million m³ of sand for embankment and problems with site clearance.

At the meeting, Mr. Giang Thanh Khoa, Vice Chairman of An Giang Provincial People's Committee, said that the locality is speeding up the site clearance progress, striving to hand over the entire project in November 2025.

According to Mr. Giang Thanh Khoa, An Giang requested to transfer about 200,000m³ of rock from the North-South Expressway Project that is no longer needed to serve the Ho Chi Minh Road project, and at the same time proposed the National Assembly and the Ministry of Construction to allocate more capital to upgrade the section of National Highway 61 passing through the area, which has seriously degraded after more than 10 years of exploitation.

On the side of Ca Mau province, Vice Chairman of the People's Committee of Ca Mau province Lam Van Bi proposed that the National Assembly and the Government consider allocating capital to continue investing and upgrading the section from Vinh Thuan to Mui Ca Mau in the 2026-2028 period, and at the same time have a policy to increase the scale and capacity of sand and construction stone exploitation to meet the material needs of the project.

The Ho Chi Minh Road Project Management Board said that the project also faces challenges with weak ground, the settlement treatment time lasts 10-12 months, and is expected to be completed by June 2026, making it difficult to achieve the goal of opening the route in 2025 as set by the National Assembly's resolution.

To overcome the shortage of materials, the People's Committee of Kien Giang province (formerly) approved the policy of granting a sand mine along Bai Bac beach, Lai Son commune (formerly Kien Hai district) with a reserve of more than 9.6 million m³ to serve the project.

Speaking at the working session, Vice Chairman of the National Assembly Le Minh Hoan emphasized that the Ho Chi Minh trail has special significance, not only in terms of socio-economics but also in terms of national defense, security and connectivity in the Mekong Delta region.

Vice Chairman of the National Assembly Le Minh Hoan suggested that ministries, branches, localities and investors need to coordinate synchronously and flexibly in compensation and site clearance work; listen to and thoroughly resolve people's petitions to create consensus.
