According to the published report, the province's PAPI Index in 2024 reached 42.89 points, ranking 40/63 provinces and cities nationwide (total score in 2024, increased by 1.03 points, with 5/8 component content indexes in the low and highest average groups, but decreased by 5 levels compared to 2023), still in the group of provinces with low average scores; ranked 6/13 provinces and cities in the Mekong Delta region. To contribute to improving the results and ranking of the PAPI Index in 2025, the Provincial People's Committee requests provincial departments, branches, and specialized agencies to implement solutions to improve the effectiveness of governance and public administration in An Giang province in 2025 on the following axes: Participation of people at the grassroots level, transparency in local decision-making, accountability to people, control of corruption in the public sector, public administrative procedures, provision of public services, environmental governance, and e-governance.
In particular, improving the content indexes in the lowest and low-average groups of the PAPI Index in 2024; evaluating and developing appropriate solutions to improve the province's PAPI Index in 2025 and the following years in a stable and sustainable manner. Integrating and concretizing the effectiveness of mass mobilization work and grassroots democracy regulations in association with the province's administrative reform tasks and synchronizing with the province's socio -economic development direction and management plan. Propagating and disseminating the content and results of the province's PAPI Index in 2024 from the province to the grassroots level; agencies, units and localities proactively inspect and regularly monitor the implementation of solutions to improve the PAPI Index.

Organize training to raise awareness, sense of responsibility, knowledge of administrative skills; culture, public service ethics; skills to improve management and public administration efficiency for cadres, civil servants, public employees, especially civil servants directly in charge of the PAPI Index at the People's Committees at the commune level, the Public Administration Service Center at the commune level. Launch a movement to compete to improve the PAPI Index, add to the criteria for commendation and assessment of the flexibility in the direction and administration of the Chairman of the People's Committee at the commune level. Coordinate to inspect the compliance with discipline and administrative discipline of cadres, civil servants and public employees; advise on strict handling of violations, especially negative behaviors and harassment in the performance of public duties and the provision of public administrative services to people and organizations.
The Department of Science and Technology continues to improve and upgrade the provincial Administrative Procedures Information System to fully meet the requirements of the Government Office , the Ministry of Science and Technology and current regulations. Maintain connections and share information between the provincial Administrative Procedures Information System with the National Public Service Portal and information systems of ministries, branches, provincial internal software, and specialized databases. Strengthen the application of digital signatures, increase the number of adults with digital signatures to conduct electronic transactions, submit online applications on the National Public Service Portal, the provincial Administrative Procedures Information System and perform other services online.
The Provincial People's Committee requests the People's Committees at the commune level to implement publicity and transparency in diverse and rich forms and improve the quality of information channels, review and evaluate the processes of establishing, publicizing and managing the list of poor households; guide the way to receive and handle difficulties, reflections, complaints, denunciations and disputes of the people. Promote digital transformation, strengthen control of processes and procedures related to the land sector, certification in communes and wards. In particular, publicize and update information on planning, regulations and policies on construction and land. Expand channels for receiving information and feedback from people about harassment and negative phenomena. Encourage self-management models at the grassroots level to suit actual conditions, government mass mobilization work, create favorable conditions for the People's Inspectorate and the Community Investment Supervision Board to promote their roles and responsibilities in supervising public works in residential areas. Regularly update, propagate and publicize land use plans and planning at the People's Committees of communes, wards, hamlets and quarters, so that people can easily access, look up and monitor.
