An Giang is determined to improve its PAPI Index.

The People's Committee of An Giang province has just issued Plan 755/KH-UBND to implement solutions to improve the effectiveness of public administration and governance (PAPI) in An Giang province in 2025. The province strives to maintain the indicators in the highest and upper-average groups, and gradually improve the indicators in the lower-average and lowest groups, aiming for higher scores in 2025 compared to 2024.

According to the published report, the province's PAPI Index in 2024 reached 42.89 points, ranking 40th out of 63 provinces and cities nationwide (total score in 2024, an increase of 1.03 points, with 5 out of 8 component indicators in the low-to-medium group, but a decrease of 5 ranks compared to 2023), still placing it in the group of provinces with low-to-medium scores; ranking 6th out of 13 provinces and cities in the Mekong Delta region. To contribute to improving the results and ranking of the PAPI Index in 2025, the Provincial People's Committee requests provincial departments, agencies, and specialized bodies to implement solutions to enhance the effectiveness of governance and public administration in An Giang province in 2025 across the following areas: citizen participation at the grassroots level, transparency in local decision-making, accountability to the people, control of corruption in the public sector, public administrative procedures, public service delivery, environmental governance, and e-governance.

This includes improving the content indicators that are in the lowest and lower-middle groups of the PAPI Index in 2024; evaluating and developing appropriate solutions to improve the province's PAPI Index in 2025 and subsequent years in a stable and sustainable manner. Integrating and concretizing the effectiveness of mass mobilization work and grassroots democracy regulations with the province's administrative reform tasks and aligning them with the province's socio -economic development plan. Disseminating information about the content and results of the province's PAPI Index in 2024 from the provincial level to the grassroots; and encouraging agencies, units, and localities to proactively and regularly inspect and monitor the implementation of solutions to improve the PAPI Index.

Vice Chairman of the People's Committee of An Giang province, Nguyen Thi Minh Thuy, inspected the Public Administrative Service Centers in communes preparing for operation after mergers.

“Transparency in local decision-making is quite important. The government needs to publicly disclose useful and reliable information to local residents, especially investment plans for projects and the results of handling cases through community monitoring…” – suggested Mr. Nguyen Phuoc Dong (An Thanh Trung commune, Cho Moi district). Mr. Nguyen Van Doi (Long Xuyen city) also expressed: “To improve the PAPI Index, we first need to improve the quality of operation of the commune-level government and the quality of operation of the provincial government apparatus. In the short term, we need to implement solutions to improve the efficiency of handling administrative procedures through the one-stop shop and integrated one-stop shop mechanisms for citizens and businesses in the period leading up to the implementation of the current two-tier government system.”

The Department of Internal Affairs stated that, in accordance with the Provincial People's Committee's directive, it will monitor, guide, inspect, and urge the implementation. It will organize training to enhance awareness, responsibility, and knowledge of administrative skills; public service culture and ethics; and skills to improve the efficiency of governance and public administration for officials and civil servants, especially those directly responsible for the PAPI Index at the commune-level People's Committees and commune-level Public Service Centers. It will launch a campaign to improve the PAPI Index, adding it to the criteria for rewarding and evaluating the flexibility in leadership and management of the commune-level People's Committee Chairmen. It will coordinate inspections of the adherence to administrative discipline and order by officials and civil servants; and advise on the strict handling of violations, especially negative and harassing behaviors in the performance of official duties and the provision of public administrative services to citizens and organizations.

The Department of Science and Technology continues to improve and upgrade the province's administrative procedure information system to fully meet the requirements of the Government Office , the Ministry of Science and Technology, and current regulations. It maintains connectivity and information sharing between the provincial administrative procedure information system and the National Public Service Portal, as well as information systems of ministries and agencies, internal provincial software, and specialized databases. It strengthens the application of digital signatures, increasing the number of adults with digital signatures to conduct electronic transactions, submit online applications on the National Public Service Portal, the provincial administrative procedure information system, and access other online services.

The Provincial People's Committee requests that the People's Committees at the commune level implement transparency and openness through diverse and comprehensive forms, improve information channels, review and evaluate the processes of compiling, publicizing, and managing lists of poor households; and provide guidance on how to receive and handle difficulties, feedback, complaints, denunciations, and disputes from the people. They should promote digital transformation and strengthen control over processes and procedures related to land and certification in communes and wards. In particular, they should publicly disclose and update information on planning, regulations, and policies on construction and land. They should expand channels for receiving information and feedback from the people regarding instances of harassment and corruption. They should encourage self-governance models at the grassroots level to suit local conditions and the government's public relations work, creating favorable conditions for the People's Inspection Committee and the Community Investment Monitoring Committee to fulfill their roles and responsibilities in monitoring public works in residential areas. Regularly update, disseminate, and publicize land use plans and zoning at the People's Committees of communes, wards, hamlets, and neighborhoods, so that people can easily access, search, and monitor them.
