Bac Ninh: Accompanying businesses, creating a transparent investment environment

BAC NINH - The 1st Congress of the Bac Ninh Provincial Party Committee was a great success, opening up a new development strategy with a streamlined administrative apparatus and wide growth potential. In that context, reviewing the process of "Accompanying businesses" in the period of 2020-2025 is of great significance in order to identify bottlenecks, draw lessons and propose practical solutions, continue to create a favorable environment, and support businesses to make breakthroughs.

Remove bottlenecks

During the 2020-2025 term, the province has made its mark as one of the leading localities in the country in attracting industrial investment. The rapid growth rate creates a great demand for land funds, infrastructure, high-quality human resources, and also poses challenges such as bottlenecks in administrative procedures, site clearance, slow disbursement of public investment capital and lack of highly skilled workers.

Realizing the pioneering role of enterprises in industrialization, the Party Committees and authorities in the province have thoroughly implemented the motto "Accompanying enterprises", considering "The success of enterprises is the success of the province". This spirit has been throughout the term, concretized by a series of support mechanisms and policies: Arranging premises in industrial parks, promoting small and medium enterprises, developing suppliers, supporting loan interest rates, encouraging investment in high-tech agriculture , supporting industries, logistics; building centers to support innovative startups... In particular, Bac Ninh is a pioneer in the country with a policy of training high-quality human resources, especially human resources in the semiconductor industry, serving the digital industrial development strategy for the period 2024-2030.

With a commitment to resolve business problems as quickly and effectively as possible, the province has established a working group to support businesses in order to grasp the situation, thoroughly handle recommendations, and build a transparent and friendly business environment. Many models have been deployed such as "Business Doctor" to advise on strategy, management, and remove difficulties; "3 Fastest Response Team" to provide the most effective advice, resolve the fastest, and prevent the Covid-19 pandemic most safely. In addition, the program "Meeting with business people every month" creates a forum for open dialogue between the government and businesses.

Create maximum convenience for businesses

The spirit of “companionship” is not limited to mechanisms and policies but is also clearly demonstrated in practical situations. During the Covid-19 outbreak in 2021, the 3rd fastest response team promptly “diagnosed and prescribed medicine” to help Long Phu Transport and Production Joint Stock Company in Trung Kenh commune complete the floating wharf project in accordance with legal regulations. In 2024, during typhoon Yagi , provincial leaders directly went to the Amkor Technology Vietnam factory to direct the site to ensure no power outages or flooding, helping businesses maintain safe production.

Thanks to the synchronous implementation of solutions to remove bottlenecks, in the 2020-2025 term, the province's investment and business environment has improved significantly. Bac Ninh attracted 1,731 newly registered foreign investment projects, increased capital of 1,207 projects, with a total registered capital of more than 25.1 billion USD; attracted 733 domestic projects, increased capital of 413 projects, total capital after adjustment reached more than 676 trillion VND.

Comrade Vuong Quoc Tuan, alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed: "To have strong enterprises, we must create a favorable and healthy production and business environment. To achieve that, we need a transparent and clear legal system and a dynamic, flexible and creative government."

The spirit of “accompanying” continues to be maintained through dialogue and the close working style of the provincial leaders in directing the removal of difficulties for businesses. A typical example is the handling of construction difficulties of the Ring Road 4 project through Bac Ninh province by changing construction methods, replacing materials from sand to soil, helping to significantly shorten the progress. In particular, from August 1, 2025, the Provincial People's Committee will deploy the mechanism of "24-hour Green Channel" and "60% Green Channel" in administrative procedures for key projects, creating great convenience for the investment environment.

The 1st Congress of the Bac Ninh Provincial Party Committee determined the goal of turning Bac Ninh into a centrally-run city before 2030, and by 2045 into a green, civilized urban area rich in Kinh Bac identity. With more than 6,600 domestic and foreign investment projects and nearly 33,500 enterprises, Bac Ninh has great potential to become a new growth pole of the Red River Delta, creating a development environment, contributing to the country's breakthrough in the integration era.
