Editor's Note: The former Bac Ninh and Bac Giang provinces were early on identified as becoming semiconductor industry centers for the region and the entire country. These two provinces were also among the first in the country to issue resolutions by their Provincial People's Councils to support students pursuing semiconductor studies. The resolutions have initially proven effective, creating expectations of a breakthrough and a proactive approach to the development of the semiconductor industry, a key solution in implementing Resolution 57 of the Politburo on the development of science and technology and innovation.
The main driver of growth
The two provinces of Bac Giang and Bac Ninh previously focused on industrial development and achieved many outstanding successes. After the merger, the synergy between the two regions created the new "super-industrial" province of Bac Ninh, with its economy ranking 5th nationwide. In recent years, Bac Ninh has continuously improved its investment and business environment, while clearly identifying industry as the main driving force for growth. As a result, the province has become an ideal destination for large corporations worldwide. Currently, Bac Ninh attracts nearly 3,300 FDI projects from 44 countries and territories, including many leading names such as Samsung, Canon, Amkor, Foxconn, GoerTek, Luxshare, etc.

A notable highlight in Bac Ninh province's industrial landscape is the strong contribution from FDI enterprises, becoming a driving force for growth. Exports continue to play a key role, despite global tariff fluctuations. Many companies not only maintain stable operations but also record revenue far exceeding their targets. For example, in the first nine months of this year, Fuyu Precision Technology Co., Ltd. achieved estimated revenue of over VND 133 trillion, an increase of 81.2% compared to the same period last year; Fukang Technology Co., Ltd. achieved VND 151 trillion; Precision Technology Component Fulian Co., Ltd. achieved estimated revenue of VND 33 trillion; and Microsoft Mobile Co., Ltd. achieved approximately VND 29 trillion, an increase of 31.89%. These figures not only reflect the efficiency of businesses but also affirm the attractiveness of the investment and business environment in Bac Ninh.

In particular, the investment of Amkor Technology Co., Ltd. in the OSAT (semiconductor packaging and testing) project worth US$1.6 billion in Yen Phong II-C Industrial Park, along with the project of Hana Micron Vina Co., Ltd. (South Korea) in Van Trung Industrial Park with a total investment of over US$600 million, has put Bac Ninh on the global semiconductor map, becoming an important chip packaging and testing center in the region. Bac Ninh has also attracted several other semiconductor investment projects such as: Micro Commercial Components Semiconductor Equipment Factory (Yen Phong I Industrial Park), with an investment of US$90 million; Si Flex Vietnam Co., Ltd. investing US$299 million; and Synergie Cad Vietnam Co., Ltd. investing US$21.2 million. Apple's familiar partners in Vietnam, Foxconn and Goertek, are also increasing capital and opening more factories, indicating that the electronics industry in Bac Ninh is large enough to drive the development of the semiconductor industry.
A shortage of manpower in the "backbone" sector.
The increasing presence of FDI enterprises in the locality not only creates a strong impetus for industrial growth but also contributes to promoting the development of high-tech sectors. According to Mr. Vu Van Cuong, Deputy Director of the Department of Finance, the semiconductor industry is considered one of the "backbone" industries, playing a core role in economic development, as it is the foundation for promoting the development of many other fields such as electricity, electronics, automation, telecommunications, and information technology. The global semiconductor industry has made remarkable progress, reaching a scale of approximately US$600 billion in 2024 and is projected to reach US$1 trillion by 2030. In recent years, the shift of semiconductor production chains has opened up many opportunities for attracting investment in the province.

In Vietnam, to meet the development requirements of the semiconductor industry, approximately 10,000 specialized engineers need to be trained annually. In Bac Ninh province alone, according to the Industrial Parks Management Board, there are currently about 50 projects operating in the semiconductor and near-semiconductor sectors. It is projected that by 2025, the demand for labor in this sector in the province will be around 10,000 people and will continue to increase in subsequent years. With its potential, advantages, and established direction, the projected growth rate of production value for semiconductor and AI enterprises is approximately 30% per year, with the semiconductor industry accounting for 6% of the total industrial value. Corresponding to this value structure, it is projected that by 2030, the province will need approximately 40,000 workers in this sector.
In reality, the workforce in the semiconductor industry in Vietnam in general, and Bac Ninh in particular, remains limited in both quantity and quality. Many businesses, despite possessing strong financial resources and advanced technology, still struggle to recruit suitable engineers and experts. This forces them to hire foreign experts to operate production lines, implement technology, and train local personnel.

According to Mr. Tran Thanh Tuan, Head of Training Department, Goer Tek Vina Science and Technology Co., Ltd. (headquartered in Que Vo Industrial Park), the company currently employs over 80,000 workers and plans to continue expanding its factories in Vietnam, including Bac Ninh province. The company hopes that the provincial leadership and relevant departments will support and facilitate the implementation of procedures, especially regarding recruitment and human resource development in the semiconductor and near-semiconductor fields. In Bac Ninh alone, the company needs to recruit approximately 3,000 technical workers to operate the factory. Similarly, Amkor's semiconductor materials, assembly, and testing plant will require around 2,300 semiconductor workers by 2025.
According to the Provincial Business Association, by 2030, the global semiconductor industry could face a shortage of approximately 1 million skilled workers, with packaging and testing technicians accounting for a large proportion. Meanwhile, in Vietnam, the workforce in this field currently numbers only a few thousand, most of whom lack specialized training. The current state of human resources for the semiconductor industry remains limited, particularly in Bac Ninh province. Statistics show that only about 12-15% of skilled workers in FDI enterprises across the province have college or university degrees in the relevant field, while demand is projected to double between 2025 and 2030.
Nevertheless, Bac Ninh possesses significant strategic potential for developing semiconductor human resources. The province is located within the Northern key economic region, close to Hanoi – a major training and research center with prestigious universities such as Hanoi University of Science and Technology, FPT University, and Hanoi University of Industry. Furthermore, its existing electronics industry ecosystem facilitates the application of a "learning by doing" model, promoting targeted training linked to businesses. The province's development orientation for the 2021-2030 period clearly identifies the semiconductor and electronics industry as a key sector, opening up opportunities with numerous preferential policies, infrastructure, and investment capital.
This is the foundation for Bac Ninh to develop into a leading semiconductor human resource center in Vietnam. To realize this goal, the province is implementing a comprehensive set of solutions, among which the development of a specialized human resource strategy for the semiconductor industry is considered a crucial step to ensure the sustainability of high-tech industrial development in the future.
