
Also attending the conference were Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; members of the Steering Committee, leaders of ministries, branches, and Chairmen of People's Committees of provinces and cities with railway projects passing through.
In his opening remarks, Prime Minister Pham Minh Chinh emphasized that railway development is one of the contents clearly mentioned in the Resolution of the 13th National Party Congress, contributing to solving traffic infrastructure bottlenecks. Implementing the Party's policy, the Government has submitted to the National Assembly a number of mechanisms and policies to implement railway projects. In that spirit, the Prime Minister asked delegates to re-evaluate the implementation results from the previous meeting. What has been done? Are there any problems? Who will solve the problems? Review the next work to do immediately next November.

The Prime Minister emphasized that the 10th Session of the 15th National Assembly is currently taking place, so if there are any new proposals, the Steering Committee, ministries and branches need to update and submit them immediately to the National Assembly to supplement mechanisms and policies; promote the implementation of the Lao Cai-Hanoi-Hai Phong standard gauge railway project, striving to start the first phase of the project on December 19, 2025; review the implementation of site clearance for the North-South high-speed railway, accordingly, localities are responsible for this work, are there any problems? What key tasks should be focused on in November, December and 2026?...

The Prime Minister asked delegates to focus, promote their intelligence, contribute valid opinions, go straight to the core issues to remove difficulties, and propose feasible solutions to promote the rapid implementation of railway projects.

* The Ministry of Construction said that since the third meeting of the Steering Committee on July 9, the Prime Minister and Deputy Prime Minister have held meetings to direct and assign 39 tasks to ministries, branches and localities focusing on removing difficulties and obstacles, speeding up investment preparation procedures for projects. To date, the agencies have completed 16 tasks to meet requirements, including a number of important tasks:

The Ministry of Agriculture and Environment has submitted to the Government a Decree detailing the implementation of a number of articles of the Forestry Law, including guidance on temporary use of forests and forest return for construction works.
The Ministry of Construction has submitted to the Government a Resolution on the implementation of Resolution No. 188/2025/QH15 of the National Assembly on a special mechanism for developing the urban railway network system in Hanoi and Ho Chi Minh City; submitted to the Prime Minister for approval the Project on training and developing human resources for Vietnam's railways; submitted to the Prime Minister for approval the decision to reorganize the Steering Committee; reported to the Government Standing Committee on the results of the first meeting of the Vietnam-China Joint Cooperation Committee on September 24, 2025 in Beijing;
At the same time, report to the Prime Minister on the criteria for selecting investors, investment and construction forms, and promulgate a set of common standards and regulations for high-speed railway projects on the North-South axis; report to the Government Standing Committee on the development of specific mechanisms and policies related to the high-speed railway project on the North-South axis.

The Ministry of Science and Technology has submitted to the Government a Decree guiding the implementation of railway science and technology development.
The Ministry of Industry and Trade has submitted to the Prime Minister a project to develop the railway industry.
The Ministry of Finance has guided localities on dividing the compensation, support and resettlement contents of the North-South high-speed railway project into component projects; and guided the procedures for advancing capital for site clearance for the projects.
Vietnam Electricity Group (EVN) has reported to the Prime Minister on the plan to relocate power lines of 110kV or higher.
The localities along the project route have started construction and started the project resettlement area on August 19, 2025, meeting the Prime Minister's requirements. In addition, the agencies are actively and focused on implementing 10 tasks which are regular direction and management tasks; 8 tasks have not met the schedule but in reality need time because they are related to foreign partners or need time to implement; 5 tasks have not yet reached the deadline.
The Ministry of Construction has sent a document to ministries and the State Bank for comments on the draft detailed outline of the National Assembly Resolution proposing a number of specific mechanisms, especially for the high-speed railway project on the North-South axis in the case of investment in the form of business. The Ministry of Finance and the State Bank are requested to comment on the policy content, policy impact assessment (on capital arrangement, debt repayment capacity, lending capacity of credit institutions, etc.) in the draft outline.
