Recently, the traffic order and safety situation in Ha Tinh is still complicated. Violations of regulations on alcohol concentration and speed account for a high percentage; the situation of encroachment and re-encroachment of traffic safety corridors has not been thoroughly handled.

On behalf of the Provincial Party Committee Standing Committee, Standing Deputy Secretary of the Provincial Party Committee Tran The Dung has just signed a document to send to the Party delegations, Party executive committees; Party committees, Inspection Committee, Provincial Party Committee Office; provincial departments, branches, sectors, mass organizations; district, city, town Party Committees; and affiliated Party Committees on leadership and direction to strengthen the work of ensuring traffic order and safety.

The document stated that, in recent times, Party committees at all levels, the government, the Fatherland Front, socio -political organizations, and functional sectors have implemented many solutions, mobilizing the strength of the entire political system and the entire population in ensuring traffic order and safety. Awareness of the importance of ensuring traffic order and safety has been raised; infrastructure has received investment attention, and basic traffic routes have been smooth, contributing to the socio-economic development of the province.

However, the traffic order and safety situation in the province is still complicated. Violations of regulations on alcohol concentration and speeding account for a high percentage; the encroachment and re-encroachment of traffic safety corridors have not been thoroughly handled. Some cadres and party members have not seriously set an example and violated traffic safety regulations.

To protect the lives and health of traffic participants and social order and safety, the Provincial Party Standing Committee requests Party committees at all levels, authorities, the Fatherland Front , socio-political organizations, and functional sectors to focus on leading, directing, and effectively organizing the implementation of a number of key contents.

Accordingly, it is necessary to continue to thoroughly implement Directive No. 23-CT/TW dated May 25, 2023 of the Central Party Secretariat (13th tenure) on strengthening the Party's leadership in ensuring traffic order and safety in the new situation and Plan No. 182-KH/TU dated July 12, 2023 of the Provincial Party Standing Committee on implementing Directive No. 23-CT/TW of the Central Party Secretariat; Directive No. 40-CT/TU dated January 5, 2024 of the Provincial Party Standing Committee on strengthening the leadership and direction of the implementation of the task of ensuring security and order in 2024 and directive documents of the Government and the Provincial People's Committee on ensuring traffic order and safety. Strengthening the work of propaganda, dissemination and legal education to raise awareness and responsibility of cadres, party members, union members, association members and people in ensuring traffic order and safety and legal regulations.

Continue to tighten discipline and administrative order; each cadre, civil servant, public employee, officer and soldier of the armed forces, especially leaders and managers, must set an example and actively encourage relatives, families and people to strictly implement regulations on ensuring traffic order and safety.

The authorities shall regulate traffic in key areas and routes to ensure safe and smooth traffic, especially before, during and after the 2024 Lunar New Year; at the same time, patrol, control and strictly handle violations according to regulations. Interference in the handling of violations by authorities is strictly prohibited.

Strengthen the monitoring and criticism activities of the Fatherland Front and socio-political organizations, press and media agencies and the People in state management of traffic and traffic safety and compliance and handling of violations.

Promote the role and responsibility of Traffic Safety Committees at all levels in directing and organizing the implementation of traffic safety work in the province, focusing on reducing traffic accidents in all three criteria (number of cases, number of deaths, number of injuries).

The Provincial People's Committee's Executive Committee assigned the Provincial People's Committee to direct local authorities and relevant agencies to strengthen synchronous and drastic solutions to ensure traffic safety, especially in clearing and handling violations of traffic safety corridors; investing in and repairing infrastructure, sign systems, traffic lights, and lighting; overcoming potential traffic accident points; reviewing inappropriate and non-compliant median strip openings on National Highway 1 to make recommendations and propose timely handling to competent authorities.

The members of the Provincial Party Standing Committee focused on directing, monitoring and urging the localities assigned to be in charge to effectively implement the work of ensuring traffic order and safety.

The Provincial Public Security Party Committee presides over and coordinates with the Party Executive Committee of the Provincial People's Committee to monitor and urge the implementation of the above contents, and periodically reports to the Provincial Party Standing Committee.
