Storm Bualoi makes landfall in the East Sea tonight, 70% likely to hit the North Central region

Storm Bualoi is a very strong storm, moving quickly through the area where many ships are operating; heading towards the mainland of the North Central region that has just suffered heavy damage from storms No. 3 and No. 5.

According to the Department of Dyke Management and Disaster Prevention, it is expected that on the evening of September 26th, Typhoon Bualoi will enter the East Sea, becoming the 10th typhoon of 2025. The typhoon is expected to directly affect the area around September 29th. This is a strong typhoon, moving very quickly (twice as fast as a typical typhoon) and likely to continue to intensify due to encountering few unfavorable factors along its path.

Given the complex developments of the storm, on the afternoon of September 22nd, the Ministry of Agriculture and Environment held a meeting to implement response measures in the coming days.

Associate Professor Dr. Mai Van Khiem, Director of the National Center for Meteorological and Hydrological Forecasting (Department of Meteorology and Hydrology, Ministry of Agriculture and Environment), stated that at 1 PM today, the storm's center was located at approximately 12.6 degrees North latitude and 121.1 degrees East longitude, over the central Philippines. The storm's intensity was level 11, with gusts exceeding level 15. The storm was moving rapidly at approximately 30 km/hour.

It is forecasted that by 1 p.m. on September 27, the storm will move at about 35 km/h, enter the East Sea, and tend to strengthen. The center of the storm will be at about 15.2 degrees North latitude, 114.2 degrees East longitude, with winds of level 11-12, gusting to level 15. Disaster risk level 3 in the North and Central East Sea (including Hoang Sa special zone).

As of 13:00 on September 28th, the National Meteorological and Hydrological Agency forecasts the storm to move at 25-30 km/hour; with a level 3 natural disaster risk in the northern and central areas of the East Sea, the Hoang Sa Islands, and the offshore waters of Thanh Hoa - Quang Ngai .

Subsequently, at approximately 13:00 on September 29th, the storm continued to move at a speed of 25-30 km/hour. The risk of natural disasters due to the storm was forecast at level 3, mainly concentrated in the Northwest and Central East Sea, the Hoang Sa Islands, the sea area between Thanh Hoa and Quang Ngai, and the northern Gulf of Tonkin (including Bach Long Vy, Van Don, Co To, Cat Hai, and Hon Dau).

Warning: Over the next 72-96 hours, the storm will continue to move rapidly west-northwest at 25-30 km per hour. The storm's intensity will gradually weaken.

"With an average speed of 30 km/hour, this is twice as fast as other storms. In addition, with a maximum intensity of level 13, gusts up to level 15, and the potential to make landfall as strong as, or even stronger than, storm number 5," Mr. Khiem said.

According to forecasts, there is a 70% chance that Typhoon Bualoi, after making landfall in the East Sea tonight, September 26th, will enter the waters off the North Central region of Vietnam. Based on the current predicted typhoon trajectory, very heavy rainfall is expected in the Northern region and provinces from Thanh Hoa to Quang Tri from September 28th to 30th.

However, Mr. Khiem also noted that whether heavy rain occurs in these areas depends on the direction of movement on September 28-30, due to the influence of the dominant subtropical high-pressure system. If the above forecast scenario is correct, the rain could extend to the Upper Laos region.

Regarding the situation of rain, floods, and landslides, with the storm scenario mentioned above, rivers in the Northern region and provinces from Thanh Hoa to Quang Tri may experience a flood, with flood peaks potentially fluctuating at levels 1-2, and in some places exceeding level 3.

In light of the above developments, Mr. Pham Duc Luan - Director of the Department of Dike Management and Disaster Prevention and Control (Ministry of Agriculture and Environment) emphasized that Typhoon Bualoi (Typhoon No. 10) is a strong typhoon that moves very quickly, so the direction and response must be carried out decisively, early, and from afar to ensure the safety of people's lives and minimize property damage.

Therefore, response efforts must absolutely avoid being passive or caught off guard in any situation, especially in the context of consecutive and prolonged natural disasters, which pose a high risk of impacting production and the lives of people on land and at sea.

With that in mind, the leaders of the Ministry of Agriculture and Environment requested relevant ministries, sectors, and the People's Committees of provinces and cities to call upon and guide vessels operating at sea to leave dangerous areas or return to safe shelters; implement measures to ensure safety for tourism and aquaculture activities in the sea, estuaries, and coastal areas; based on the specific situation, proactively decide on prohibiting fishing vessels, transport vessels, and tourist vessels from sailing; and have plans to ensure the safety of tourists.

The Ministry of Agriculture and Environment also requested localities to urgently complete the repair and remediation of damage to dikes and embankments that have occurred recently; to inspect and review flood control plans in their areas according to the "four on-the-spot" principle; and to decide whether to suspend classes for students when a storm hits, depending on the local situation.
