Network coverage, seamless connection
Lam Dong has achieved remarkable results with the rate of people using smartphones reaching 90.8% and 89.7% of internet subscribers, showing a high level of readiness of people in accessing technology. In particular, the rate of households using fiber optic cable reached 99%, putting Lam Dong in the top of the country in terms of fixed broadband coverage speed.
The base transceiver station (BTS) system has been heavily invested with 12,584 stations, of which 282 5G stations have been deployed, ensuring 100% of residential areas in communes, wards and special zones are covered by 3G/4G/5G. Mobile internet speed also meets high standards, with a minimum download speed of 40 Mb/s for 4G and 150 Mb/s for 5G.
In addition, the reorganization and undergrounding of telecommunication cables in central areas has been carried out vigorously with more than 256,907 km of cables bundled and more than 150 km underground. This not only creates urban beauty but also minimizes risks and improves service quality.
The deployment of digital signatures for public service has also been accelerated. As of August 22, 2025, the whole province had 12,565 active digital signatures, of which nearly 7,000 cases were newly issued and renewed to comply with the new 2-level local government model. This helps electronic transactions become reliable and legally valid, strongly promoting the digitization of administrative procedures.
Bringing utilities closer to people
Lam Dong has been effectively deploying platforms and applications to serve people, businesses, and leadership and management. The Intelligent Operation Center (IOC) system is being reviewed to select the optimal solution for the new province, helping leaders have an overview and make quick decisions.
In particular, the application of national platforms such as VNeID has brought many outstanding benefits. 100% of medical facilities in the area have used citizen identification cards to replace health insurance cards, 100% of accommodation facilities have registered temporary residence via VNeID, and the use of VNeID to replace citizen identification cards when flying at Lien Khuong airport has been successfully deployed. Other benefits on the VNeID application such as: issuing criminal records, electronic health books... demonstrate the two-way interaction between the government and the people.
In addition to infrastructure investment, data digitization is also promoted. Civil status data, land data, and labor data are all digitized and cleaned. Typically, synchronizing phone SIM data with the population database and authenticating bank accounts with citizen identification cards/VNeID, contributing to preventing and combating fraud and scams.
Non-cash payments also achieved impressive results: hospital fees reached 66%, social security payments for more than 41,000 beneficiaries, monthly pension and social insurance payments reached 73.86%. These figures demonstrate a strong shift from traditional to modern methods, bringing convenience and safety to people.
With solid steps in building technical infrastructure, ensuring information security and effectively applying technology, Lam Dong is creating a solid foundation to successfully implement the 2-level local government model, towards a future of sustainable and comprehensive development in the digital age.
To ensure the effective operation of the two-level local government, Lam Dong pays special attention to data connection and security. 100% of Party and State agencies from the provincial to communal levels have been connected to a dedicated data transmission network, serving the direction and operation work in a safe and secure manner.
