Effective forest protection thanks to forest environmental service payment policy

The Protection Forest Management Board (PFMB) of Phuoc Son district, Quang Nam province has a forest area under its management covering 10 communes and 1 town of Phuoc Son district with an area of ​​over 40,309 hectares of natural forest, of which the area under the management of the Board is 39,153 hectares; and 33,475 hectares have been paid for forest environmental services (PFES). Since the payment for PFES was implemented, the PFMB of Phuoc Son district has had the necessary conditions to increasingly effectively implement the work of forest management and protection (PFM) in the forest area.

Mr. Ung Duy Ba, Deputy Director in charge of the Phuoc Son District Forest Protection Board, said that with the function of protecting the headwaters of the Dak Mi River basin, the Board has a special role in protecting forest resources, protecting land against erosion, limiting natural disasters, regulating the climate, and contributing to protecting the ecological environment...

Since the payment for forest protection services has been implemented, this is the main source of revenue for the Board to sign contracts with specialized forest protection forces, purchase uniforms, and equipment for forest protection and management; purchase IT software applications to serve the work. In addition, it also supports patrol and sweep funds to help the force improve their lives.

In previous years, the work of forest management and protection could not fully utilize the capabilities of specialized forest protection forces. Encroachment on forest land and exploitation of forest and minerals still occurred frequently in the forest area.

With the motto of protecting the forest from the root, the Phuoc Son District Forest Protection Management Board has arranged 7 stations and 13 checkpoints right at the gateways of the residential roads into the forest on the total forest area assigned for management. According to statistics, in 2024, the Board's forest protection force organized 2,035 patrols and raids, including 223 patrols and raids. The results detected and promptly reported violations.

Thanks to the synchronous implementation of many solutions, the exploitation and transportation of forest products (timber) almost no longer occurs in the forest area managed by the Phuoc Son District Forest Protection Management Board. In addition, thanks to the proactive prevention work as well as favorable weather (heavy and evenly distributed rain), no fires occurred in the forest area managed by the Board.

“In general, the work of forest management and protection has been well implemented, the number of violations has decreased compared to the same period in 2023, the situation of encroachment on forest land and illegal exploitation of forest products has been limited. In parallel with the work of forest management and protection, the Board's forces have widely disseminated propaganda to each village in the management area. During the year, the people were propagated and mobilized to participate in forest protection work with 30 sessions/1,559 participants and at the same time organized the signing of commitments not to violate the Forestry Law with 1,754 people; mobile propaganda by loudspeaker 1,161 sessions and installed 300 warning signs in areas bordering people's production forests", Mr. Ung Duy Ba added.
