Election of additional Vice Chairman of People's Council and 2 Vice Chairmen of People's Committee of Hai Phong city

On the afternoon of October 26, at the City Convention Center, the Standing Committee of the Hai Phong City People's Council convened the 30th Session (special session) of the 16th Hai Phong City People's Council (term 2021 - 2026) to carry out urgent tasks arising from practical work in directing and operating the city's socio-economic development according to the law.

The meeting carried out personnel work under the authority of the Hai Phong City People's Council, elected Mr. Dao Trong Duc to the position of Vice Chairman of the Hai Phong City People's Council (term 2021 - 2026); elected Mr. Le Trung Kien and Mr. Vu Tien Phung to the position of Vice Chairman of the Hai Phong City People's Committee (term 2021 - 2026).

On the basis of closely following the policies and directions of the Central and the City Party Committee, the Hai Phong City People's Council has reviewed the submissions and projects of the Hai Phong City People's Committee, the audit reports of the Hai Phong City People's Council Committees to discuss, decide and pass 21 Resolutions with a high consensus rate, including many very important contents to promptly concretize the pilot mechanisms and policies for Hai Phong in Resolution No. 226 of the National Assembly; perfect the system of legal documents after the arrangement of administrative units; decide on a number of other important mechanisms and policies contributing to promoting socio-economic development, national defense and security, and ensuring social security in the city.

Chairman of the Hai Phong City People's Council Le Van Hieu emphasized that after nearly 4 months of merging and implementing the 2-level local government model, the city has expanded its development space; continued to build a truly streamlined, efficient, effective, and effective government apparatus, further improving the quality of life of the people. To do that requires innovation in thinking combined with drastic actions, taking work efficiency as a measure of evaluation.

With just over two months left until the end of 2025, this is the "sprint" period, which is decisive for the successful completion of the socio-economic development goals for 2025 and the entire 2021-2025 period. Agencies, units, localities and delegates of the City People's Council focus on implementing a number of key contents.

Specifically, the People's Committee of Hai Phong city directed all levels and sectors, especially the leaders, to urgently implement the Resolutions just passed by the City People's Council; promote the spirit of responsibility, proactiveness, creativity, and determination in action; closely follow the groups of tasks and solutions for socio-economic development in the last 6 months of the year to review, forecast and evaluate the ability to complete the goals of each field.

On that basis, proactively propose appropriate measures, ensuring clear people, clear work, clear progress, clear effectiveness; strengthen inspection and supervision, promptly remove difficulties and obstacles. In particular, it is necessary to focus on implementing resolutions to concretize Resolution No. 226 of the National Assembly - special mechanisms and policies, of important significance and direct impact on the city's development, of interest to voters and people. At the same time, continue to review and evaluate the mechanisms and policies of the two localities before the merger to consider and propose the development of new policies suitable to reality and the ability to balance the budget. This is to ensure unity and synchronization, contributing to improving people's lives, especially in the field of social security and for policy families and vulnerable groups.

The Standing Committee of the City People's Council, Committees, Delegation Groups and People's Council delegates of Hai Phong City continue to promote their roles and responsibilities in performing the function of supervising the compliance with the law and implementing the Resolutions passed by the People's Council; At the same time, strengthen supervision and urge the settlement of voters' petitions, especially outstanding and long-standing issues, to strengthen people's trust in the local government.

Chairman of the Hai Phong City People's Council Le Van Hieu requested that People's Councils at all levels prepare early, thoughtfully and thoroughly the contents for the regular year-end session, summarizing the 2021-2026 term as well as the conditions for organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; proactively develop a plan to implement the Resolution of the First City Party Congress - this is a demonstration of the pioneering spirit, proactiveness and determination of the People's Council in implementing the Resolution of the Congress.
