Speech of the Minister of Public Security at the Closing Ceremony of the Hanoi Convention

Tin Tuc and Dan Toc Newspaper would like to introduce the full text of the speech of General Luong Tam Quang, Minister of Public Security, at the Closing Ceremony of the Hanoi Convention:

Distinguished leaders, delegates, and honored guests!

1. Over the past two days, we have worked together very effectively. The opening ceremony for the signing of the United Nations Convention against Cybercrime was conducted solemnly and successfully, with representatives from 72 countries signing the Convention. Along with the opening ceremony, the high-level conference, including discussions and side events, took place vibrantly with many insightful opinions, clearly reflecting the global situation of cybercrime, the efforts of each country, organization, and individual, and the urgent need to strengthen international cooperation in combating cybercrime. Many proposals, initiatives, and commitments were put forward to effectively implement the Hanoi Convention, aiming to create a strong transformation in the fight against cybercrime in the future.

On behalf of the Party and State of Vietnam, I would like to express my sincere gratitude for the attention, sense of responsibility, and important contributions of the leaders and delegates attending the Signing Ceremony. I also extend my deepest thanks to the United Nations, the Organizing Committee, the relevant Vietnamese agencies, as well as international organizations, experts, scientists, volunteers, businesses, and journalists who have contributed their dedication, intellect, and efforts to make this momentous event a success.

2. Through the Opening Ceremony and the Summit, in addition to the important achievements made regarding the signing and accession to the Hanoi Convention by various countries, I would like to emphasize three agreed-upon results, namely:

Firstly, we unanimously agree that the Hanoi Convention is a historic strategic step, reflecting the vision, responsibility, shared efforts, and cooperative spirit of the international community for a safe, reliable, and human-centered cyberspace, for peace and sustainable development. The Hanoi Convention has created a legal foundation for international cooperation; it also affirms the value of multilateral cooperation, equal dialogue, and respect for national sovereignty, aiming to ensure that cyberspace truly becomes an environment serving peace, justice, and sustainable development.

Second, the presence of a large number of countries, international organizations, institutions and individuals attending the signing ceremony demonstrates the spirit of solidarity, responsibility, political will and high determination of the international community in the fight against cybercrime, opening up new opportunities to enhance cooperation, consolidate trust and promote common progress of humanity.

Thirdly, the Convention's adoption by consensus and the successful opening ceremony in Hanoi reaffirm the central role of the United Nations, strengthening international cooperation to address global challenges; and at the same time, demonstrating the trust and confidence of the United Nations and the international community in the role, prestige, capacity, and responsibility of Vietnam and the Ministry of Public Security in addressing global issues, primarily protecting cybersecurity for a safe, humane, and sustainable cyberspace.

Distinguished leaders and delegates!

For a safe, fair, and humane digital future, I respectfully propose and call upon all nations, organizations, and businesses to strengthen cooperation in effectively implementing the Hanoi Convention through solidarity and strategic trust, with a sense of responsibility, sharing experiences, technologies, and resources, especially supporting developing countries.

Consistently pursuing an independent and self-reliant foreign policy, being a friend, a reliable partner, and a responsible member of the international community; with special emphasis on and recognizing cybersecurity and cybercrime prevention as prerequisites for protecting digital sovereignty, privacy, human rights, and digital social trust, and with its existing legal system and national strategy, Vietnam is committed to fully, seriously, and responsibly fulfilling its obligations under the Convention, strengthening bilateral and multilateral cooperation, and coordinating actions with member states in preventing and combating cybercrime.

Vietnam firmly believes that the signing ceremony of the United Nations Convention against Cybercrime will be a historic milestone, ushering in a new era of cooperation in efforts to protect peace, stability, and sustainable development for humanity; the Hanoi Convention will truly become a beacon guiding global cooperation on cybersecurity, leading the world towards the goal of "Technology for people, digitalization for peace".

Once again, on behalf of the Party and State of Vietnam, I would like to express my sincere thanks to all delegates, organizations and individuals who participated and contributed to the overall success of the Opening Ceremony and the High-Level Conference.

In that spirit, I declare the closing of the Signing Ceremony and the Summit Conference of the United Nations Convention against Cybercrime.
