On February 6th, Comrade Nguyen Doan Anh, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, inspected the progress of implementation and construction of several key projects in the Nghi Son Economic Zone (NZZ).

Comrade Nguyen Doan Anh, Secretary of the Provincial Party Committee, and members of the delegation inspected and surveyed the investment and implementation of several large-scale production and business projects in the Nghi Son Economic Zone, including: checking the situation and progress of construction of several key industrial park infrastructure, transportation infrastructure, and irrigation projects in the Nghi Son Economic Zone at Industrial Park No. 3 and Dong Vang Industrial Park; the integrated development project of dynamic urban areas - Tinh Gia urban sub-project, Thanh Hoa province, funded by a World Bank loan; the project connecting the North-South Expressway and National Highway 1A to Nghi Son Port; the investment project for the drainage system of Road 513 - Nghi Son Economic Zone... They also inspected and surveyed the land reserved for the Nghi Son Refinery and Petrochemical Plant Phase 2 project; Long Son Container Port; Cong Thanh LNG Power Plant...

Provincial Party Secretary Nguyen Doan Anh chaired the working session with the Provincial Management Board of the Nghi Son Economic Zone and Industrial Park.

Following an inspection and field survey, Provincial Party Secretary Nguyen Doan Anh held a working session with the Provincial Management Board of the Nghi Son Economic Zone and Industrial Park. The Nghi Son Economic Zone covers a total area of ​​over 106,000 hectares, of which over 66,000 hectares are on the mainland and islands, and is planned into three functional zones: an industrial park, an ecological zone, and an urban zone. The industrial park comprises 25 sub-zones, the ecological zone 9 sub-zones, and the urban zone 17 sub-zones. To date, 29 public investment projects have been implemented in the Nghi Son Economic Zone, mainly transportation infrastructure projects. Most projects have been completed, put into operation, and are having a positive impact on the development of the Nghi Son Economic Zone and the province.

The Head of the Provincial Management Board of the Nghi Son Economic Zone and Industrial Park reported on the progress of projects being implemented in the Nghi Son Economic Zone.

However, two projects remain unfinished and behind schedule: the main western arterial road project, which commenced in 2015 with a total investment of approximately 900 billion VND, but only over 600 billion VND has been completed so far, with the contractor having an outstanding advance of 89 billion VND; and the infrastructure investment project for the resettlement area in Tinh Hai commune, with a total investment of 65 billion VND, which has been halted due to planning adjustments, but the completed work has not yet been finalized. In addition, according to the report of the Provincial Economic Zone Management Board, there are currently 123 direct investment projects in the Economic Zone that are behind schedule, mainly due to obstacles in land clearance or legal investment procedures.

Notably, 49 projects have been allocated or leased land but the investors have not yet commenced implementation, mainly small-scale commercial and service projects. Several key projects currently underway in the area, such as the integrated urban development project - Tinh Gia urban sub-project; the road connecting the North-South Expressway and National Highway 1A to Nghi Son Port; the Dong Vang Industrial Park project, Industrial Park No. 3 project, and the Cong Thanh thermal power plant project, are also facing some difficulties, obstacles, and delays; the main reasons related to land clearance, the capacity of the investors, and contractors. Specifically, the Duc Giang - Nghi Son Chemical Production Complex project in Dong Vang Industrial Park, with a land area of ​​30 hectares and a total investment of 2400 billion VND, is expected to commence construction in mid-February. The Long Son Container Terminal No. 3 investment project is also progressing on schedule.

Provincial Party Secretary Nguyen Doan Anh delivered the concluding remarks at the meeting.

Concluding the meeting, Provincial Party Secretary Nguyen Doan Anh emphasized the particularly important role of the Nghia Son Economic Zone (KKTNS) in the socio-economic development of the country, the North Central region, and Thanh Hoa province; it is one of the eight key coastal economic zones nationwide and one of the four dynamic economic centers and economic engines of the province. The Provincial Party Secretary acknowledged and highly appreciated the achievements in the construction and development of the KKTNS over the past period, especially in infrastructure investment, investment attraction, production and business development, making a significant contribution to the growth of production value and budget revenue of the province.

The Provincial Party Secretary also highly appreciated Nghi Son town's good coordination with the Management Board and investors, especially in planning, planning management, and land clearance; and expressed sincere gratitude for the support and cooperation of the local people for the development of the Nghi Son Economic Zone and the overall development of the province.

However, Provincial Party Secretary Nguyen Doan Anh also pointed out that the results of attracting investment into the Nghia Son Economic Zone in recent years have been low, and the implementation of some public investment projects and more than 100 direct investment projects has been slow and protracted, causing waste of investment resources and wasted development opportunities for the Nghia Son Economic Zone and the locality.

The Provincial Party Secretary instructed the Party Committee of the Provincial People's Committee to direct the Provincial People's Committee and relevant departments, localities, and units to urgently review and thoroughly assess the current status of project implementation, especially those projects that are behind schedule or delayed; clarify the causes and responsibilities of the collectives and individuals involved, and then advise the competent authorities on solutions to resolve and overcome the issues; issues beyond the province's authority will be reported to the Government and relevant ministries and agencies for resolution.

Regarding the project connecting the North-South Expressway with National Highway 1A to Nghi Son Port, which is currently hampered by the raw water supply pipeline for factories in the Nghi Son Economic Zone, the Provincial Party Committee and People's Committee are requested to direct relevant units to clarify the causes and responsibilities, and propose solutions to continue the project. For the project of Road No. 1 in the Tinh Gia urban center, better coordination is needed between the contractor, the investor, and the local government during land clearance and construction.

Provincial Party Secretary Nguyen Doan Anh also noted that relevant agencies need to do a good job of appraising projects and assessing the capacity of investors and contractors during the process of approving investment policies and making investment decisions for projects. Projects should not be delayed due to weak investor and contractor capabilities. For projects where land has been allocated or leased but the investor has not implemented the project, a review is needed, and recommendations should be made to the province to revoke the land or handle it in accordance with the law.

For Nghi Son town, it is necessary to focus on effectively carrying out land clearance and resettlement, and strengthening state management of land, planning, and construction. Regarding the increased revenue from import and export activities through Nghi Son port, which is allocated to the province by the central government according to Resolution 37 of the National Assembly, relevant agencies need to advise the province on selecting investment items that meet practical requirements, maximize the effectiveness of the capital, and prioritize investment projects in transportation infrastructure and resettlement areas to facilitate land clearance.
