Speaking at the opening of the meeting, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that in general, the city still maintains its growth rate but has not made any breakthroughs.

In particular, public investment disbursement is still very low, reaching only 20% of the annual plan so far (according to the General Statistics Office, as of September 27, the total disbursed state budget investment capital was more than 15,800 billion VND, reaching 19.9% ​​of the 2024 capital plan).

Faced with that situation, Mr. Mai determined that the remaining 3 months' tasks must be highly focused and sprinted to complete the year's plan.

The head of the Ho Chi Minh City government informed that after reviewing the socio-economic situation for the past 6 months, the city issued Directive 12 on growth, identifying key areas to be implemented during the year and by the time of the Congress next year.

Therefore, Mr. Mai requested that, in addition to reviewing and identifying breakthrough solutions for the last quarter of 2024, we must look further to the end of next year, the end of the term, with the goal of achieving and exceeding the targets and tasks set by the Resolution of the 11th City Congress.

The Chairman of Ho Chi Minh City also informed that according to the statistics office, the growth rate in the third quarter is forecast to reach only over 7%. Therefore, to reach 7.5% this year, the growth rate in the fourth quarter must reach 9%.

“This is a very heavy and challenging goal and requires focused and breakthrough solutions to be able to complete it,” Mr. Mai commented.

Speaking at the meeting, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen highly appreciated the achievements in the past 9 months, especially in the management and direction of the City People's Committee.

The head of the Ho Chi Minh City Party Committee commented that the city has done many things in the past time, but there are also many things that have not been done; some officials have not yet fulfilled their roles and responsibilities.

In particular, regarding public investment disbursement, the Secretary of the City Party Committee said that in the first 9 months of the year, only over 20% of the total capital of over 79,200 billion VND was disbursed, which is very low. According to him, if public investment disbursement is high, it will increase other development indicators of the city and vice versa.

The Standing Committee of the City Party Committee met and assigned specific tasks to relevant individuals and units. "Last year, we organized a review and made a very strict commitment to ensuring the progress of public investment disbursement. I request that this year, investors and heads of departments and branches must also follow that spirit and be determined to complete the task," the Secretary of the City Party Committee directed.
