On October 29th, during discussions on socio- economic issues, delegate Nguyen Thi Thuy (from Thai Nguyen province) focused her attention on the field of education and training, including textbooks.

According to delegate Thuy, in August of this year, the Politburo issued Resolution 71 on education development with groundbreaking, outstanding, and strategic policies. Resolution 71 outlined eight major task groups with specific goals and targets. Among them, it set the goal of bringing Vietnam's education system into the top 20 in the world by 2045.
Furthermore, starting from the 2025 school year, students from preschool to grade 12 in public educational institutions will be exempt from tuition fees. Private and non-private educational institutions will receive reasonable tuition fee support. In addition, textbooks will be provided free of charge according to a roadmap starting from 2030.
The female delegate from Thai Nguyen province clearly stated that the policy of waiving tuition fees and textbooks is not only financial support but also an investment in the nation's future, affirming the strong commitment of the Party and the State to building a just society where all children have the opportunity for comprehensive development.
In addition, policies and incentives for teachers are also very meaningful in helping teachers feel secure in dedicating themselves to their careers, and serve as a basis for attracting more and more talented people to work in the education sector.
Besides the positive aspects, delegate Nguyen Thi Thuy also pointed out that the general education program is still burdensome; some university training programs are still too theoretical and lack practicality; and vocational training programs do not truly meet the demands of the market. Therefore, the Ministry of Education and Training needs to direct a review and adjustment of these programs.
Regarding the policy of providing free textbooks, which will begin in 2030, delegate Nguyen Thi Thuy emphasized that while free, it must be implemented with a sense of frugality.
Representative Thuy suggested that the Ministry of Education and Training should instill this spirit of frugality from the textbook compilation stage to the students' subsequent use of the books. Therefore, the female representative proposed researching and developing a set of reusable textbooks, instead of having to buy new ones every year as is currently the case, to avoid waste.
In ethnic minority areas, mountainous regions, and remote areas, the road to school remains long and arduous for the children. And for the teachers, the journey of imparting knowledge in these places has never been easy.
Therefore, Representative Nguyen Thi Thuy proposed that the Government, during the period 2026-2030, prioritize allocating adequate resources for the construction and renovation of schools, facilities, and teaching equipment to meet standards. Along with that, it should continue to review and improve support schemes for students in this area.
Also at the session, delegate To Van Tam (Quang Ngai delegation) expressed concern about the operation of the two-tiered local government model and noted that in many cases, the qualifications and capabilities of officials do not match their job positions, leading to confusion and delays in resolving issues for the people.
According to Mr. Tam, the government needs to address this issue by reviewing the training levels and assessing the capabilities and skills of civil servants to ensure the right people are placed in the right jobs. This includes supplementing staffing in areas with shortages, along with reforming salary and benefits policies. Simultaneously, it is necessary to plan investments in infrastructure and office buildings to modernize working conditions and overcome the current dispersion of office locations.
