The People's Committee of Binh Phuoc province has recently sent a letter to the Prime Minister, the Ministry of Construction, and the Ministry of Finance, requesting an adjustment to the method of selecting investors for component project 1 - the construction of the Western section of the North-South Expressway from Gia Nghia (Dak Nong) to Chon Thanh (Binh Phuoc). This is a key expressway connecting the Central Highlands with the Southeast region.
The project received investment approval from the National Assembly in June 2024. On March 18, the Prime Minister issued a decision to establish a State Appraisal Council to appraise the feasibility study report for component project 1 under the public-private partnership (PPP) method.
In this document, the People's Committee of Binh Phuoc province requests the Ministry of Finance and the Ministry of Construction to consider and report to the Prime Minister, who will then submit it to the Standing Committee of the National Assembly for approval, to adjust the method of selecting the investor for component project 1 from open domestic bidding to direct investor selection.
This proposal aims to shorten the investor selection process and ensure the project commences on April 30th, in accordance with the directives of the competent authorities.
After receiving approval from the Prime Minister, Binh Phuoc province will urgently coordinate with Dak Nong province and relevant ministries and agencies to carry out the next steps to implement the project in accordance with regulations.
The Western section of the North-South Expressway project, from Gia Nghia to Chon Thanh, is over 128km long. Its starting point intersects with the Ho Chi Minh Highway (existing National Highway 14) in Dak R'Lap district, Dak Nong province; its end point intersects with the Ho Chi Minh Highway section from Chon Thanh to Duc Hoa, in Chon Thanh town, Binh Phuoc province.
The project has a total investment of approximately VND 25,540 billion, divided into 5 component projects. For component project 1, which involves the construction of the expressway under the PPP (Public-Private Partnership) method, the investor will arrange approximately VND 12,770 billion for implementation.
The remaining four component projects are funded by public investment, including two component projects for constructing overpasses and cross-overpasses along access roads, and two component projects for land clearance across Dak Nong and Binh Phuoc provinces.
The Prime Minister has requested the urgent commencement of highway projects connecting the Central Highlands.
According to the Government Office's concluding announcement on March 19, the Prime Minister instructed Binh Phuoc and Dak Nong provinces to urgently expedite the completion of procedures to commence the Gia Nghia - Chon Thanh project by April 30.
Lam Dong province is accelerating the approval process for the feasibility study reports of the Tan Phu - Bao Loc and Bao Loc - Lien Khuong projects, aiming for completion before March 25th.
On the fourth day of the Lunar New Year, Binh Duong province commenced construction on the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project. This expressway will connect seamlessly with the Gia Nghia - Chon Thanh expressway, facilitating faster travel between the Southeast and Central Highlands regions.
