Báo Dân tộc và Phát triểnBáo Dân tộc và Phát triển01/03/2025

The People's Committee of Binh Thuan province has just issued a plan for implementing national target programs in 2025 in the province. This is an important basis for departments, agencies, and localities to organize the synchronous and effective implementation of tasks and solutions from the first months of the year, contributing to promoting socio-economic development, especially in rural, mountainous areas and areas inhabited by ethnic minorities. The People's Committee of Quang Nam province has just issued a plan for selecting outstanding rural industrial products at the provincial level in 2025. On the afternoon of February 28, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a seminar with Chinese businesses. Also attending were Deputy Prime Ministers Ho Duc Phoc and Nguyen Chi Dung, representatives of leaders of ministries, agencies, central and some localities, large corporations and businesses of Vietnam; Chinese Ambassador to Vietnam He Wei; Several associations and 23 corporations and conglomerates from China. The internet has brought many opportunities but also poses significant challenges for ethnic minority communities. Without adequate knowledge of online safety, many people inadvertently fall into online traps, from financial fraud to fake information. Given this situation, raising awareness and implementing solutions to protect these communities is essential. During a visit to K-Ai village, Dan Hoa commune, Minh Hoa district (Quang Binh province), I unexpectedly met midwife Dinh Thi Thanh Tam. My first impression of her was that of a kind, enthusiastic, and dedicated woman. Ms. Tam's approach to nutritional advice and guidance for mothers on prenatal care is meticulous and easy to understand. The field of ethnic affairs, the implementation of ethnic policies, and state management of beliefs and religions in Pac Nam district (Bac Kan province) will receive new impetus with the establishment of the Department of Ethnic Affairs and Religion. The revolution in restructuring and streamlining the organizational apparatus of the political system is moving strongly from the central to local levels. All efforts are directed towards meeting very high demands and ushering the country into a new era. Vietnam and China are two neighboring countries with great potential for tourism cooperation thanks to their close proximity, similar cultures, and rich heritage systems. In recent years, both sides have continuously strengthened connections, opened up markets, promoted tourist exchanges through cultural exchanges, air links, and the development of unique tourism products. (Summary of the Ethnic Affairs and Development Newspaper) This afternoon's news bulletin on February 28, 2025, includes the following noteworthy information: Vietnamese Ao Dai - Reaching New Heights for Vietnam; Thut Phu Luu Market; Literacy classes in highland communes; and other current events in ethnic minority and mountainous regions. Over the years, Lang Son province has effectively implemented Project 6 on "Preserving and promoting the valuable traditional culture of ethnic minorities in conjunction with tourism development," under the National Target Program for socio-economic development in ethnic minority and mountainous regions (National Target Program 1719). Thanks to this, many unique traditional cultural values of ethnic minority communities have been effectively restored and preserved, creating unique products that attract tourists and improve the lives of the people. On February 27th, Deputy Minister of Construction Nguyen Tuong Van chaired the conference to appraise the General Planning Project for the construction of the Ma Lu Thang Border Economic Zone, Lai Chau province, until 2045. The People's Committee of Quang Nam province has just issued a plan to select outstanding rural industrial products at the provincial level in 2025. The People's Committee of Quang Ngai province has just issued a plan on the detailed disbursement progress of public investment capital in 2025 in the province, which requires investors to quickly disburse funds to implement projects. From March 1st, 2025, the local police organizational system will be reorganized into two levels, including the Provincial Police and the Commune Police. Accordingly, 694 district-level police agencies, along with nearly 6,000 affiliated operational teams, will cease operations.

Accordingly, in Decision No. 224/QD-UBND, issued on February 5, 2025, the People's Committee of Binh Thuan province requested strengthened guidance and close coordination from the provincial level to the district and commune levels. Departments, agencies, and the People's Committees of districts, towns, and cities need to proactively advise, propose, and effectively implement the tasks identified in the three national target programs for the 2021-2025 period. Specific responsibilities for each agency and unit are also clearly assigned to ensure the progress and quality of implementation in 2025.

Under the National Target Program for socio -economic development in ethnic minority and mountainous areas, the Provincial People's Committee assigned the Ethnic Affairs Committee (now the Department of Ethnic Affairs and Religion) to carry out four key tasks, including: advising on the issuance of the implementation plan; reporting on the implementation results; submitting to the Provincial People's Council a resolution on the plan for central government budget funds and counterpart funds from the local budget; and conducting periodic monitoring and evaluation every six months and at the end of the year.

In addition, the program's managing units, such as the Ethnic Affairs Committee (now the Department of Ethnic Minorities and Religion) and the Department of Agriculture and Rural Development (now the Department of Agriculture and Environment), were tasked with proactively advising the Provincial People's Committee on developing a capital allocation plan and selecting priority investment areas with a focus on key areas. The province aims to disburse 95% of the planned capital for 2025, while also disbursing 100% of the capital from 2022, 2023, and 2024 carried over into 2025.

Previously, at the 30th (special) session of the 11th term of the Binh Thuan Provincial People's Council, held on January 10, 2025, the Provincial People's Council approved seven important resolutions related to socio-economic development, including resolutions on the allocation of capital plans for the implementation of national target programs in 2025.

Specifically, the Provincial People's Council unanimously agreed to allocate 224.980 billion VND of state budget funds to implement the National Target Program for New Rural Development and 75.299 billion VND for the National Target Program for socio-economic development in ethnic minority and mountainous areas. The allocation of funds is required to be implemented from the beginning of the year to create favorable conditions for localities to proactively implement projects and works according to the set schedule and plan.
