On September 19, 2025, the Politburo and the Secretariat issued Conclusion No. 192-KL/TW on the implementation of the law on decentralization, delegation of power, and division of authority when operating two-level local governments. This is a document of strategic significance, marking a new step in the process of perfecting institutions and improving the effectiveness and efficiency of the local political system.

The implementation of the 2-level local government model in recent times has achieved positive results, contributing to streamlining the apparatus and improving the quality of service to the people. However, reality also shows some difficulties in decentralization and delegation of power between the central and local governments: Some legal documents are not really synchronous and clear, leading to overlapping and shirking of responsibilities. The capacity of a number of cadres and civil servants does not meet the requirements, affecting the effectiveness of assigned tasks. There is no strong enough mechanism to promote the initiative and creativity of local governments, especially in the fields of state management.

Faced with these challenges, Conclusion 192-KL/TW was issued with the goal of: Continuing to build and consolidate a strong, streamlined, effective and efficient political system. Thoroughly resolving limitations and shortcomings in the implementation of laws on decentralization and delegation of power. Creating a solid legal basis and policy mechanism to promote the role and responsibility of local authorities in socio-economic development.

Conclusion No. 192-KL/TW has set out specific tasks and solutions for ministries, branches and local authorities, including:

Perfecting the legal system: Urgently review, amend and supplement legal regulations related to decentralization and delegation of power, especially in the fields of state management such as land, construction, investment, finance and budget. Clearly define the scope and responsibilities of each level of government, avoiding the situation of "both excess and shortage". Supplement regulations on temporary use of forests to implement urgent projects, in order to remove obstacles for localities in socio-economic development.

Promote administrative reform and organizational structure: Continue to arrange and improve the organizational structure, especially at the grassroots level, to ensure streamlining, effective and efficient operations. Promote training, fostering, and improving professional qualifications, skills, and awareness of serving the people for cadres and civil servants. Develop projects related to salary and allowance policies and regimes to motivate and attract talent for the public sector.

Promoting the role of social supervision and criticism: Strengthening the supervisory role of elected bodies and the Fatherland Front in the implementation of laws and policies at the local level. Creating a mechanism for people and social organizations to actively participate in the process of policy formulation and implementation, contributing to building a transparent and responsible administration.

To put Conclusion 192-KL/TW into practice, the entire political system needs to be resolutely involved. At the central level, ministries and branches need to coordinate closely and advise the Party and State to issue guiding documents and amend laws in a timely manner. At the local level, local Party committees and authorities need to develop specific action plans, suitable to the characteristics of each locality, promote propaganda work, and thoroughly disseminate it to all cadres, party members and people.

Conclusion No. 192-KL/TW is not only a directive document but also a guideline for building a service-oriented administration that creates development and brings the highest efficiency to the country and the people. The successful implementation of this Conclusion will make an important contribution to the work of building and rectifying the Party and perfecting the political system in the new period.
