From October 16th to 18th, the Steering Committee for the 3rd Military Region's exercise directed the Quang Ninh Provincial Military Command to organize a one-sided, two-level command and staff exercise combined with the mobilization of reserve soldiers; using Battalion 1 (244th Regiment) for live firing. Lieutenant General Nguyen Quang Ngoc, Member of the Central Committee of the Communist Party of Vietnam, Member of the Central Military Commission, and Commander of the 3rd Military Region, attended and directed the exercise.
Attending the live-fire exercise at training ground 493 (Dong Trieu town) were: Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Vi Ngoc Bich, Standing Vice Chairman of the Provincial People's Council; and Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation.

The Command and Staff exercise, involving one side and two levels, combined with the mobilization of reserve soldiers, and the use of Battalion 1 (Regiment 244) for live firing, is one of the important tasks of the Provincial Military Command in 2024.
Accordingly, the Provincial Military Command thoroughly implemented the exercise directive of the Commander of Military Region 3, developed a plan, and deployed units to make good preparations in terms of personnel, facilities, vehicles, and equipment for the exercise. Nearly 1,700 officers and soldiers of the provincial armed forces were mobilized; many vehicles, weapons, and equipment of various types participated in the exercise. Participating in the exercise alongside the Provincial Military Command were the Military Commands of Ha Long City, Uong Bi City, Quang Yen Town, Dong Trieu Town, Co To District, and Regiment 244. The Provincial Military Command and the participating units have constructed all combat structures as prescribed; the system of tunnels, trenches, fortifications, and command post equipment at all levels are of high quality, with discreet camouflage and deception tactics suitable to the actual terrain. The online video conferencing system was seamless (a total of 14 video conference points: the Provincial Military Command organized 2 points; the Military Commands of the districts (towns, cities) of Ha Long, Uong Bi, Dong Trieu, Quang Yen, Co To, and Regiment 244 each organized 2 points)...
The exercise, codenamed QN-24, consisted of three phases: transitioning to combat readiness; organizing preparation and conducting defensive combat operations; and live-fire exercises.

The exercise proceeded according to plan and was a resounding success. The participants in the exercise thoroughly grasped the principles, effectively managing their units and ensuring the correct, complete, and sequential execution of the transition to combat readiness. They organized and conducted defensive operations, provided operational planning, and flexibly applied theoretical principles in accordance with the practical conditions of the provincial armed forces. Party committee meetings and commander-chaired meetings were conducted correctly and comprehensively. Each individual in their assigned role demonstrated a firm grasp of theory and applied it to handling situations realistically in combat. The participating forces skillfully used weapons and technical equipment, flexibly handling situations according to tactical principles and practical realities, ensuring absolute safety.

This exercise aims to improve the level and capacity of command organization and combat coordination; to hone the working methods and style of commanders, agencies at all levels, and units in the armed forces of Quang Ninh province. It also tests the level of operational planning and the ability of agencies and units to coordinate in transitioning to combat readiness, organizing preparation, and conducting defensive operations to meet current practical demands. This will also serve as a basis for the Quang Ninh Provincial Military Command to adjust and supplement combat plans and organize troop training to better meet the requirements and tasks of national construction and defense in the new situation.
At the conclusion of the exercise, the Commander of Military Region 3 and the leaders of Quang Ninh province visited, encouraged, and presented gifts to the forces participating in the live-fire drills.
