The whole industry and trade sector takes action
In response to the forecast of heavy rain causing floods in the Central region, the Minister of Industry and Trade has issued many dispatches to respond to floods in the Central region. In addition, the Ministry of Industry and Trade attended meetings to respond to floods in the Central region on October 22, October 29, and November 5 at the Government Office chaired by the Deputy Prime Minister and the Prime Minister.

The inspection delegation of the Ministry of Industry and Trade, led by Director of the Department of Industrial Safety Techniques and Environment Pham Tuan Anh, worked with Song Tranh 2 Hydropower Plant on the morning of November 5.
At the same time, on November 5, the Ministry of Industry and Trade organized a delegation to inspect disaster response work at Song Tranh 2 Hydropower Plant, Song Bung 2 Hydropower Plant, and Song Bung 4 Hydropower Plant. According to the plan, on November 6, the Ministry will continue to inspect a number of hydropower plants in the Hue city area.
The Standing Office of the Command Committee organized a 24/7 duty and participated in an online meeting with the National Civil Defense Steering Committee on October 31 to urgently overcome the consequences of floods.
Regarding the preparedness of corporations and general companies in the industry and trade sector, the Ministry of Industry and Trade's Civil Defense Command said that in order to prepare for storm response, large corporations such as EVN, PVN, TKV, Petrolimex... have issued telegrams, documents, and held meetings to direct units and inspect flood response preparations at some key points at risk of being affected.
Accordingly, EVN has synchronously deployed many plans to ensure the safety of the power system and be ready to respond in all situations. Hydropower plants have increased inspection and regulation of dam safety; thermal power plants have reviewed drainage, fuel, and warehouse systems to prevent flooding; power transmission and distribution units have focused on reinforcing works, checking key routes, and arranging forces, vehicles, and materials to be ready to restore incidents.
Organize 24/7 on-duty, maintain communication to ensure smooth command and control channels. For projects and construction sites, the Group requires stopping outdoor construction when dangerous storm winds occur, and at the same time anchoring equipment and stockpiling necessities for on-site forces. Before the storm makes landfall, units must complete reinforcement work and move materials and equipment out of dangerous areas.
Meanwhile, PVN held an online meeting between PVN and its units at 9:00 a.m. on November 5 to thoroughly grasp the units' implementation of storm prevention and control measures for storm No. 13. The units received and implemented the instructions in Fax No. 1575/FAX-ATMT dated November 3, 2025 of PVN. Deploy resources, plans, and production and business plans in accordance with the storm's developments to ensure the safety of people and property. Always closely monitor the storm's developments to promptly respond in case of emergency.
Regarding the damage and overcoming the consequences of power supply due to floods, according to the Civil Defense Command of the Ministry of Industry and Trade, as of 12:00 on November 5, according to EVN's report, the 110kV power grid was operating normally.
Regarding further information on the operation of hydroelectric reservoirs, the Ministry of Industry and Trade's Civil Defense Command said that the reporting on the operation of hydroelectric reservoirs is regularly reported by the Standing Office of the Ministry of Industry and Trade's Civil Defense Command before 7:00 a.m. every day to the Office of the National Civil Defense Steering Committee, the Department of Dike Management and Natural Disaster Prevention, and the Ministry of Agriculture and Environment.

Also according to the Ministry of Industry and Trade's Civil Defense Command, in Official Dispatch No. 8660/CD-BCT dated November 4 directing units to respond to storm No. 13 (storm KALMAEGI), the Ministry of Industry and Trade requested hydropower projects in the Central region to strictly comply with the inter-reservoir and single-reservoir hydropower operation procedures approved by competent authorities, prioritizing flood prevention capacity for downstream areas, especially when unusual situations occur; operate scientifically, ensure absolute safety for the project, prevent artificial floods, contribute to flood reduction for downstream areas, in which it is necessary to pay attention to notify people early before operating flood regulation.
For hydropower projects with flood prevention capacity and current reservoir water level at high level (Ban Ve, Ho Ho, Huong Dien, Binh Dien, Song Bung 4, Dak Mi 4, A Vuong, Song Tranh 2, Dakdrinh...), absolutely comply with the operating orders of competent authorities, closely monitor hydrometeorological forecast information, forecast water volume to the reservoir to strengthen operational coordination, immediately report to the Head of the Provincial Civil Defense Command, Chairman of the Provincial People's Committee to promptly adjust the water discharge regulation regime in accordance with the actual hydrological situation, prioritize flood prevention capacity for downstream, promptly report to competent authorities when unusual situations occur.
Proactively and promptly remedy damage
Regarding the next tasks of the Ministry of Industry and Trade, according to the Civil Defense Command, the Ministry will continue to organize inspection teams for natural disaster prevention and control, ensuring the safety of dams and hydroelectric reservoirs in the Central provinces to promptly direct units to operate flexibly, prioritize flood reception capacity to cut and minimize flooding for downstream areas during the rain caused by storm No. 13 and storm circulation.
In addition, continue to closely monitor the operation of hydroelectric reservoirs and send daily reports to the Office of the National Civil Defense Steering Committee. Strengthen inspection and urge units in the electricity industry to promptly overcome damage to the power grid system caused by floods and rains to quickly restore safe power supply to serve production and people's daily life.
