Reviewing the management system for the Gia Nghia - Chon Thanh expressway project, worth 25,500 billion VND.
The investment project to build the Western section of the North-South Expressway from Gia Nghia (Dak Nong) to Chon Thanh ( Binh Phuoc ) must accelerate its implementation so that it can be basically completed in 2026 and put into operation in 2027.

The Ministry of Transport has recently sent a document to the People's Committees of Binh Phuoc and Dak Nong provinces regarding the implementation of Resolution No. 147/NQ-CP dated September 20, 2024, of the Government on the investment project for the construction of the Western North-South Expressway section from Gia Nghia to Chon Thanh.
Accordingly, the Ministry of Transport requested the People's Committees of Binh Phuoc and Dak Nong provinces to urgently review and consolidate the organizational structure and personnel of the contract-signing agencies, investors, and project management boards to ensure they have sufficient capacity and experience in accordance with the law to organize and implement the component projects for which they are delegated as the managing agency/competent agency.
Based on the progress requirements of the Government and the National Assembly, the People's Committees of Binh Phuoc and Dak Nong provinces directed relevant agencies to urgently develop detailed implementation plans for each component project and each work item (from the task outline; selecting consultants; conducting site surveys; negotiating with relevant agencies; conducting survey acceptance; preparing feasibility studies; verification; appraisal; and investment project approval…), and submit them to the competent authority for approval/acceptance as a basis for strict control over implementation procedures according to regulations and the progress of the component projects.
For Component Project 1, which is being implemented under the PPP method, the Ministry of Transport requires coordination with the project proposal investor to promptly sign an agreement on the preparation of the feasibility study report.
The competent State agency for Component Project 1 shall organize the disclosure of information as prescribed in Article 25 of the PPP Investment Law; and conduct surveys on the interest of investors and lenders in the Project.
Simultaneously, the organization shall prepare, appraise, and approve the outline, tasks, budget, and select a consulting unit with sufficient capacity and experience in accordance with the law to prepare the feasibility study report, review the feasibility study report, and prepare the environmental impact assessment report.
The Ministry of Transport noted that the total investment for the project must be thoroughly reviewed, with fully updated unit prices (labor, materials, compensation rates for land clearance in localities, etc.); the quantities and norms must be carefully reviewed to ensure compliance with legal regulations and state mechanisms and policies; ensuring accuracy and completeness, avoiding exceeding the total investment amount that would require adjustments and cause delays; and especially emphasizing the need to learn from the experiences of previously implemented projects to avoid repeating the shortcomings and errors concluded by the State Inspection and Audit agencies.
The financial plan parameters for Component Project 1 must be determined based on sufficient grounds, objectively, scientifically, and in accordance with current regulations (especially the forecast data on transportation demand and parameters during the operational phase).
The financial plan must be fully analyzed and evaluated in terms of economic efficiency, financial efficiency, and other requirements as stipulated by law.
The People's Committees of Binh Phuoc and Dak Nong provinces must coordinate with the Ministry of Transport to prepare reports and submissions to the Government and competent authorities regarding the project's implementation status as required.
"Periodically, before the 5th of each month (before the regular meetings of the State Steering Committee for National Key Projects and Projects in the Transport Sector); before April 15th and September 15th of each year (before the regular sessions of the National Assembly) and on an ad hoc basis as requested by competent authorities, organizations shall prepare reports on the implementation status of component projects for which they are assigned as competent authorities or delegated as managing agencies, and send them to the Ministry of Transport for compilation," the Ministry of Transport's official document clearly states.
The investment project to build the Western North-South Expressway section from Gia Nghia to Chon Thanh has a length of 128.8 km with 4 lanes, an expected speed of 100-120 km/h, and will be implemented starting in 2024 and basically completed in 2026, put into operation in 2027.
The project is divided into five sub-projects, with the land clearance component being separate. Compensation, resettlement support, and the construction of access roads and overpasses across the Dak Nong and Binh Phuoc provinces will be implemented through public investment.
Component project 1 will be implemented under the BOT (Build-Operate-Transfer) method, applying the investment guarantee mechanism and revenue sharing as stipulated by the law on PPP (Public-Private Partnership) investment. The People's Committee of Binh Phuoc province, as the competent authority, will organize the selection of the investor.
It is expected that the four component projects, for which the local authorities are the managing agency (two component projects for the construction of access roads and overpasses, and two component projects for compensation and resettlement support), will commence construction at the end of 2024.
The preliminary total investment for the Project is over 25,500 billion VND, of which the central government budget is over 10,500 billion VND, the local government budget is over 2,200 billion VND including Binh Phuoc province with over 1,200 billion VND and Dak Nong province with 1,000 billion VND. The investor's capital contribution is over 12,700 billion VND.
As requested by the National Assembly, the investment project for the construction of the Western North-South Expressway section from Gia Nghia to Chon Thanh will be implemented starting in 2024 and substantially completed in 2026, with commissioning and operation beginning in 2027.
