| The Ministry of Finance is assigned to preside over research and recommendations on the policy of developing and promulgating "Special mechanisms and policies for the development of Phu Quoc Special Zone". |
The Government Office has just issued Document No. 6408/VPCP-QHDP dated July 10, 2025, conveying the opinion of Deputy Prime Minister Le Thanh Long on the implementation of the General Secretary's conclusion at the working session with the Standing Committee of Kien Giang Provincial Party Committee and the Standing Committee of An Giang Provincial Party Committee.
Implementing the conclusion of General Secretary To Lam at the working session with the Standing Committee of Kien Giang Provincial Party Committee and the Standing Committee of An Giang Provincial Party Committee (Notice No. 228-TB/VPTW dated June 16, 2025 of the Central Party Office), Deputy Prime Minister Le Thanh Long commented as follows:
Regarding the mechanism and policy for developing Phu Quoc (Phu Quoc Special Zone), Deputy Prime Minister Le Thanh Long assigned the Ministry of Home Affairs to preside over and coordinate with relevant ministries and agencies to study and handle recommendations on the policy of developing a "Project to regulate the functions, tasks, powers, and organizational structure of the Phu Quoc Special Zone government in An Giang province".
The Ministry of Finance shall preside over and coordinate with relevant ministries and agencies to study and handle the following recommendations: (i) Regarding the policy of developing and promulgating "Special mechanisms and policies for the development of Phu Quoc Special Zone"; (ii) Regarding allowing Vietnamese people to play in casinos after the pilot period in Phu Quoc.
Regarding investment in infrastructure for socio-economic development, the Deputy Prime Minister assigned the Ministry of Finance to preside over and coordinate with relevant ministries and agencies to study and handle recommendations on considering balancing the central budget to support investment in key projects, specifically: (i) Tan Chau - Hong Ngu Bridge Construction Project; (ii) Route connecting from the starting point of Chau Doc - Can Tho - Soc Trang Expressway to Tinh Bien Border Gate and the starting point of the expressway to the starting point of National Highway 91C to Khanh Binh Border Gate; (iii) Route avoiding National Highway 91 through Cai Dau - Vinh Thanh Trung urban area; (iv) Construction of a regional connecting route - Ton Duc Thang Bridge (connecting Long Xuyen city with Cho Moi district through My Hoa Hung islet); (v) Investment in Provincial Road 956 Project and upgrading and expanding Provincial Road 950 and the connecting section of National Highway 110 in Kandal province, Kingdom of Cambodia; (vi) Accelerate investment in expressways connecting Ho Chi Minh City with provinces, the Mekong Delta region and An Giang province.
At the same time, research and handle recommendations on support for the definitive handling of existing problems and obstacles in inspection and examination conclusions related to land, construction, investment projects, etc. applied according to Resolution No. 170/2024/QH15 dated November 30, 2024 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in inspection and examination conclusions and judgments in Ho Chi Minh City, Da Nang City and Khanh Hoa Province for projects that are still facing legal problems according to inspection and examination conclusions, helping to unblock resources, avoid loss and waste, promote socio-economic development, and meet growth requirements.
The Deputy Prime Minister also assigned the Ministry of Finance to preside over and coordinate with relevant ministries and agencies to study and handle recommendations on guidance and support for mechanisms, policies and procedures to implement projects serving the APEC 2027 Conference on schedule, promptly resolve difficulties and problems, and if beyond its authority, report to the Prime Minister; promptly issue specific and outstanding mechanisms and policies for the region related to planning, budget finance, tax, land, construction, resource management, and border trade economy to ensure sustainable development of the Mekong Delta.
The Ministry of Finance presides over and coordinates with the Ministry of Industry and Trade, the Ministry of Science and Technology to closely coordinate with localities in the Mekong Delta to implement investment promotion activities to attract strategic investors with financial and technological potential to invest in priority areas and strengths of each locality in the region. The People's Committee of An Giang province proactively updates and provides information on priority investment areas in the area, integrates it into investment promotion activities of high-ranking delegations at home and abroad, as well as provides information to partners who are looking for investment opportunities in Vietnam.
The Ministry of Agriculture and Environment shall preside over and coordinate with the Ministry of Finance and relevant ministries and agencies to study and handle the proposal: Continue to support An Giang province and provinces/cities in the Mekong Delta region to effectively implement the Project of 1 million hectares of high-quality, low-emission rice in the province to achieve the dual goal of both ensuring national food security and sustainable agricultural production, helping to increase income for farmers participating in this Project.
Regarding investment in the Rach Gia - Bac Lieu expressway section in the 2026 - 2030 period, the Deputy Prime Minister assigned the People's Committee of An Giang province to mobilize local resources and resources from the private sector (under the public-private partnership method); the Ministry of Construction to closely coordinate with the province during the implementation process, reporting to the Prime Minister for approval to invest earlier than the Road Network Planning for the 2021-2025 period, with a vision to 2050.
Regarding investment in National Highway 80C in An Giang province, the People's Committee of An Giang province shall invest, manage, use and exploit National Highway 80C according to the authority prescribed in the Road Law and Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government.
The Deputy Prime Minister requested the Ministries of Home Affairs, Finance, Agriculture and Environment to promptly handle recommendations and proposals, report to the Prime Minister on implementation results or contents beyond their authority (if any); and respectfully send them to the Central Party Office to report to the General Secretary before July 30, 2025.
