On the afternoon of June 19, the National Assembly questioned issues related to the field ofeducation and training. Minister of Education and Training Nguyen Kim Son answered the National Assembly deputies.
The group of questions with Minister Nguyen Kim Son focused on the current situation and solutions for developing and improving the quality of university education associated with the requirements of training high-quality human resources to meet the requirements of socio -economic development.
Implementation of legal regulations on extra teaching and learning, ensuring a safe, healthy and friendly educational environment; preventing school violence; ensuring food safety and hygiene in schools.
Need to be drastic with extra teaching and learning
Regarding the issue of extra teaching and learning, the Minister said that, from a professional perspective, extra teaching and learning is a step, a part of the overall system of education that accesses knowledge.
Textbooks package knowledge for transfer, teachers impart knowledge, exams test knowledge; extra teaching and learning is a link in such a knowledge chain.
Therefore, if we continue to prolong teaching and learning in the style of equipping knowledge, in the era of knowledge explosion, education will not be able to innovate and will face failure. Teaching and learning in the old way of equipping knowledge will hinder innovation.
The issuance of Circular 29 on extra teaching and learning is not only to solve social problems but also to pave the way for a new system to develop children's abilities.
Accordingly, textbooks are documents, teachers are guides and supporters, and teachers in the classroom are guides, show the way, and fulfill their responsibilities. That is, solving problems that children face is the ability to self-study and expand knowledge to cope in the era of intellectual explosion.
The Minister of Education and Training stated: "Teaching extra classes is not meaningless, but it brings very little value to human development. If we look at teaching extra classes from the perspective of profound consequences, we see that we need to be decisive in dealing with this matter.
That is teachers keep old habits, do not have time to consolidate knowledge. The new education program requires teachers to grade papers, comment on students, evaluate, and update new methods. What will happen if they keep teaching extra?
Therefore, the overall solution is to complete the official curriculum well, teachers must fulfill all their public duties, which is an important issue of educational innovation."
Discussing further about Circular 29, Minister Son said that the issuance is not just a matter of wording in the document but needs to be implemented from the central to local levels. If the document is good but the levels do not fully perform their responsibilities, it will not ensure the desired effectiveness.
Circular 29 mentions the responsibilities of the education and training sector at the provincial, district and commune levels, schools and teachers, and related subjects. During the implementation process, many localities actively participated, organized implementation, and inspected, and the Ministry of Education and Training inspected and found that many places implemented well. Therefore, if we say that the circular is not implemented well nationwide, it is unfair to some localities.
To effectively implement the circular, Minister Nguyen Kim Son hopes that all levels of government will join forces with the industry for effectiveness.
More Universities Needed for the Mekong Delta Region
Responding to National Assembly delegates about the issue of nearly 250 universities in a population of more than 100 million in Vietnam, Minister Nguyen Kim Son said that the number of universities, whether many or few, needs to be compared.
Looking at South Korea, with a population of 50 million, the number of universities in this country is more than 800. Meanwhile, the US, a country of over 300 million people, has more than 3,000 universities.
The Minister emphasized: “That number does not say much. However, the reality is that among our 243 universities, many are small-scale, some are even very small-scale, many are fragmented and scattered.”
According to the Minister of Education and Training, in any country, the number of universities is never evenly distributed throughout the country. It is understandable that schools are concentrated in large cities, economic zones, and capitals. However, the lack of schools in other areas is also something that needs to be recognized.
Particularly for the Mekong Delta region, Minister Son said, the density of universities is lower than other regions. The Central Committee's resolutions also aim to strengthen the potential and scale of training in this region.
“From last year to this year, Can Tho University has opened two branches in two provinces. Paying attention to universities in the Mekong Delta is necessary,” the Minister of Education and Training emphasized.
