Minister of Construction Tran Hong Minh: 'There is no more time, we must achieve everything we do, clean and beautiful'

Resistance from weather fluctuations

According to Project Management Board 85 (Ministry of Construction), the investor of Component 2 of Bien Hoa - Vung Tau Expressway Project, currently, the total construction output of the entire 18km-long section of the project has reached more than 70% of the signed contract value. In which, a series of key items have been basically completed. Specifically, the K95 earthwork volume has reached 84%, of which the main route has reached nearly 93% with a completed length of up to 98%. The K98 embankment layer has reached 69%, the crushed stone layer is over 54%, the cement reinforcement layer is nearly 43%, and the asphalt concrete layer has been deployed about 20%.

Along with that, the bridge system on the route also recorded positive changes with 96% of bored piles completed and 97% of piers completed; all 708 girders were fully cast.

Mr. Nguyen Van Long, Deputy Director in charge of Project Management Board 85, said: In order to achieve the goal of completing the project's technical traffic before December 19, 2025 as requested by the Prime Minister , the investor has recently requested contractors to increase their manpower and equipment to the maximum to work overtime, "working day and night". However, Mr. Long also admitted that the rainy weather has greatly affected the project's progress.

Similarly, Mr. Nguyen Linh, Deputy Director of the Dong Nai Province Construction Investment Project Management Board, said: The rainy weather has caused many difficulties in the construction of Project Component 1 of the Bien Hoa - Vung Tau Expressway Project. "The contractor has used the solution of covering with tarpaulins to construct on rainy days, but the efficiency is not high" - Mr. Nguyen Linh shared.

Party Central Committee member and Minister of Construction Tran Hong Minh requested ACV to coordinate with the Ministry of Construction and relevant units to urgently complete procedures to continue investing in phase 2 as well as the third runway of Long Thanh Airport.

For the Bien Hoa - Vung Tau Expressway Project, the investors have requested that the units must concentrate enough material sources so that when the weather conditions are favorable, they can speed up construction to compensate for the progress.

Mr. Dinh Van Hung, Deputy General Director of Construction Corporation No. 1 - JSC (CC1), the contractor of Project Component 2, Bien Hoa - Vung Tau Expressway Project, said: The unit has prepared enough materials to serve the construction work. "The contractor is committed to completing the committed schedule" - Mr. Dinh Van Hung said.

Regarding the Long Thanh Airport Project, Mr. Nguyen Tien Viet, Deputy General Director in charge of Vietnam Airports Corporation (ACV), said: The progress of the bidding packages is basically meeting the schedule. In particular, the construction of technical lines (underground construction to contain cables and technical pipes) is a complex construction item that has completed about 19.7km out of a total of about 21.7km of the entire project. Along with that, the construction progress of equipment installation at the passenger terminal is also being implemented synchronously.

Must keep commitment to complete projects

Speaking at the project sites during the site inspection, Minister of Construction Tran Hong Minh highly appreciated the efforts of Dong Nai province, investors and contractors in overcoming difficulties to basically ensure the progress of the projects. At the same time, he requested investors and contractors to focus on ensuring the progress of the projects.

According to Minister Tran Hong Minh, contractors must absolutely keep their commitment to completing projects on schedule. “If you promise, you must do it, if you commit, you must complete it. This is the final stage, the 'final race', you must put all your efforts into it, make sure you do it well, and make full use of practical experience” - Minister Tran Hong Minh requested.

At the same time, Minister Tran Hong Minh also requested contractors to gather enough raw materials, especially construction stones to serve the construction of the Bien Hoa - Vung Tau Expressway Project. "100% of construction stones must be gathered at the construction site. The South is preparing to enter the dry season, when the weather is favorable, we must work day and night to ensure the project's progress" - Minister Tran Hong Minh emphasized.

For the Long Thanh Airport Project, to achieve the goal of welcoming the first technical flight landing on December 19, 2025, contractors, within the scope of the volume to be completed, must "do it neatly and cleanly". Because, the remaining time is not much.

Minister Tran Hong Minh requested ACV to focus on completing the access road from T1 to the passenger terminal area as well as the two runways of Long Thanh Airport, ensuring aesthetics. "The second runway must also be basically completed before December 19, 2025" - Minister Tran Hong Minh requested.
