(Dan Tri Newspaper) - "I and the UAE Minister of Human Resources are committed to simplifying all procedures to promote human resource cooperation," Minister Dao Ngoc Dung said, expressing his hope that this will open a new chapter in Vietnam-UAE labor cooperation.
The Vietnam-UAE Business Dialogue Forum on Labor Cooperation was organized by the Department of Overseas Labor Management ( Ministry of Labor, Invalids and Social Affairs ) in Abu Dhabi, UAE, during Prime Minister Pham Minh Chinh's official visit to the country. The forum was attended by major UAE corporations and businesses, as well as Vietnamese labor export companies with long-standing operations in the Middle East market. "I pledge to provide the maximum support to UAE businesses," said a representative from the forum. During the forum, businesses from both sides exchanged and agreed on specific details regarding labor needs, types of labor to be accepted, and requirements for workers (language proficiency, skills, and experience). Working conditions, income and benefits, labor management during employment in the UAE, and the labor supply capacity of Vietnamese businesses were also among the issues discussed by both sides. Attending the Forum, Minister of Labour, Invalids and Social Affairs Dao Ngoc Dung highly appreciated the cooperation and networking efforts of businesses from both countries in recent times. The Minister noted that the coordinated organization of the Forum, with its high level of openness alongside high-level meetings between Vietnamese and UAE leaders, was very significant. Providing information on the overall cooperation between the two countries, Minister Dao Ngoc Dung emphasized the important role of the UAE – one of Vietnam's key economic partners in the Middle East market. This is a country with a rapidly developing economy, boasting diverse and pioneering sectors, high openness, and a strong focus on digital transformation, green transformation, circular economy, sharing economy, and artificial intelligence. According to Minister Dao Ngoc Dung, the UAE is a market with great potential where workers in general, and Vietnamese workers in particular, can seize opportunities to work, study, and acquire high-level professional skills and knowledge to improve and develop themselves, and achieve higher incomes in the future. In this spirit, Minister Dao Ngoc Dung emphasized that the state management agencies of both sides are always ready to support businesses, creating the most favorable conditions possible for businesses from both sides to connect, cooperate, and develop, minimizing administrative procedures related to sending and receiving workers. Addressing the question of "how to promote human resource development between the two countries?", Minister Dung analyzed the context of Vietnam as a developing country with the 34th largest economy in the world. Vietnam currently has a population of 100 million and is in a demographic dividend phase with a workforce of approximately 54 million people. Minister Dung emphasized that leveraging this factor will create favorable conditions for the country's development. "We need to frankly discuss which sectors, which labor groups, what income levels and living conditions are needed, and how to provide training, professional development, and foreign language learning. Regarding state management, I am committed to providing maximum support to UAE businesses," Minister Dung stressed. He stated that in a previous meeting with the UAE Minister of Human Resources, the two ministers committed to simplifying all procedures and creating the best conditions to promote labor cooperation between the two countries. If any obstacles arise, the two ministers will call each other directly to discuss and resolve them. With this forum, Minister Dung hopes to open a new chapter in labor cooperation between Vietnam and the UAE. Accordingly, both sides committed to effectively implementing the Memorandum of Cooperation in the field of human resources, strengthening efforts to recruit, train vocational skills and foreign languages, and disseminate UAE laws and culture to Vietnamese workers, especially high-quality workers, to work in the UAE or in countries/territories where UAE businesses have investment projects or construction contracts. Previously, in a bilateral meeting with UAE Minister of Human Resources Abdulrahman Abdulmannan Al-Awar, Minister of Labour, Invalids and Social Affairs Dao Ngoc Dung outlined the overall picture: the UAE has a great need for labor, while Vietnam has abundant human resources with many outstanding potentials and advantages. However, in recent times, the number of Vietnamese workers going to work in the UAE has not met the needs and potential of both sides. Minister Abdulrahman Abdulmannan Al-Awar affirmed that the country is ready to review regulations on the recruitment, management, and employment of Vietnamese workers, as well as adjust policies on wages, bonuses, benefits, and worker care, in order to effectively attract Vietnamese workers to work in the UAE. Vietnam began sending workers to the UAE in 1995 – two years after the two countries established diplomatic relations. In mid-2023, the Vietnamese Ambassador to the UAE stated that the UAE President wanted to recruit and increase the number of Vietnamese workers in the UAE to 100,000 across various sectors and professions. According to statistics from the Vietnamese Embassy in the UAE, there are currently about 4,500 Vietnamese workers living and working in the UAE, primarily in construction, mechanics, restaurant and hotel services, and beauty care. Of these, approximately 3,000 went through agencies providing overseas employment services.
