According to information from the Ministry of Industry and Trade , on the sidelines of the 13th ASEAN - US Summit, Minister Nguyen Hong Dien met with US Trade Representative (USTR) Jamieson Greer, discussing and agreeing to speed up the progress to conclude negotiations, aiming to complete a reciprocal, fair and balanced trade agreement.
Agree to complete the reciprocal trade agreement
Previously, Minister Nguyen Hong Dien and the Ministry of Industry and Trade delegation had a working session with the US Under Secretary of State for Economic, Environment and Energy Jacob Helberg in the spirit of unity towards completing and signing a reciprocal, fair and balanced trade agreement.
At the working session, Minister Nguyen Hong Dien and Deputy Minister Jacob Helberg discussed economic and trade cooperation between Vietnam and the US, and areas with potential for promotion between the two countries.
The two sides share the same viewpoint. Despite many difficulties, the Vietnam-US Comprehensive Strategic Partnership is still developing well. 2025 marks the 30th anniversary of the normalization of diplomatic relations (1995-2025), and the 2nd anniversary of the establishment of the Comprehensive Strategic Partnership framework (2023-2025).
This is not only an important milestone, but also a vivid demonstration of the remarkable maturity of Vietnam - US relations, opening a new phase of deeper, more substantial and strategic cooperation.
The US Deputy Secretary of State expressed interest in the potential for cooperation in the field of artificial intelligence (AI), building and strengthening supply chain resilience, and developing new energy sources.
Minister Nguyen Hong Dien affirmed that artificial intelligence (AI) is not just a technology, but a driving force to improve productivity and national competitiveness, so Vietnam wants to cooperate in a substantive way, linked to training, standards and technology transfer.
Vietnam has preferential and encouraging policies for innovation and wishes to learn from and cooperate with development partners such as the US. At the same time, the Ministry of Industry and Trade expressed its readiness to study the possibility of cooperation with the US in this field.

Proposal to handle difficulties related to the fisheries industry and export of high-tech products
Regarding the supply chain issue, Mr. Dien affirmed that Vietnam has been implementing many programs and policies to diversify input supply sources for manufacturing industries.
Regarding the energy sector, Mr. Dien proposed that the US continue to support Vietnam in developing new energy sources and large-scale renewable energy associated with green financial mechanisms and technology transfer.
In addition, at the meeting, he raised Vietnam's concern about the US National Oceanic and Atmospheric Administration (NOAA) not recognizing equivalence for 12 important fisheries of Vietnam.
This not only threatens the livelihoods of hundreds of thousands of workers, seriously affecting the international position of Vietnam's seafood industry, but also significantly limits the choices and supply available to American consumers.
Accordingly, Mr. Dien requested the US side to have a direction to handle Vietnam's request for early recognition of a market economy, and remove Vietnam from the D1 and D3 lists restricting the export of high-tech products. The US side acknowledged and affirmed that it will fully consider Vietnam's request.
At the end of the working session, the two sides agreed to assign technical level to conduct specific research on the capabilities and cooperation plan for further discussion in the future.
