At the ceremony, authorized by Minister Dao Hong Lan, Director of the Department of Organization and Personnel ( Ministry of Health ) Nguyen Hong Son announced the decision on personnel organization work.

Member of the Party Central Committee, Minister of Health Dao Hong Lan presented the decision to transfer and appoint Dr. Pharmacist Tran Minh Ngoc as Director of the Institute of Medicinal Materials.
Accordingly, in Decision No. 3411/QD-BYT, the Minister of Health transferred and appointed Mr. Tran Minh Ngoc - PhD, Pharmacist, Master of Economics , Deputy Director of the Department of Traditional Medicine Management under the Ministry of Health to hold the position of Director of the Institute of Medicinal Materials under the Ministry of Health.
The term of office is 5 years from the effective date of the decision. The decision takes effect from November 3, 2025.
Speaking at the ceremony, on behalf of the leaders of the Ministry of Health, Minister Dao Hong Lan sent congratulations to the leadership, officials and employees of the Institute of Medicinal Materials for completing the position of Institute Director.
Congratulations to Dr. Pharmacist Tran Minh Ngoc for being trusted by the Standing Committee of the Party Committee of the Ministry of Health. After a period of implementing the prescribed procedures, he was appointed by the Minister of Health to hold the position of Director of the Institute of Medicinal Materials.

Minister Dao Hong Lan informed that Dr. Pharmacist Tran Minh Ngoc is a well-trained and regular officer. With more than 20 years of studying and working at agencies such as the Central Institute for Drug Testing, the Institute of Medicinal Materials, and the Department of Traditional Medicine Management - Ministry of Health, having experienced many jobs with many different positions, comrade Tran Minh Ngoc always tries to fulfill the assigned duties and tasks well.
With his experience in management, operation and professional experience, comrade Tran Minh Ngoc was trusted and proposed by the Institute's leadership and staff, and was highly unanimously approved by the Standing Committee of the Party Committee of the Ministry of Health to appoint comrade Tran Minh Ngoc to the position of Director of the Institute of Medicinal Materials.
The Standing Committee of the Party Committee of the Ministry and the leaders of the Ministry of Health believe that with his enthusiasm and experience in managing and operating the medicinal plant development work, comrade Tran Minh Ngoc will continue to promote the spirit of solidarity and unanimity of the officers and civil servants in the Institute to excellently complete the assigned tasks.
According to Minister Dao Hong Lan, the health sector in general and the Institute of Medicinal Materials in particular have always received great attention from the Party and the State during this period to build and develop the health sector to do a good job of protecting, caring for and improving people's health.

Particularly in the field of traditional medicine and medicinal herbs, Minister Dao Hong Lan said it has been recognized and shown in many directive documents of the Party and Government.
Most recently, on September 9, 2025, the Politburo issued Resolution No. 72-NQ/TW on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health; on September 15, 2025, the Government issued Resolution No. 282/NQ-CP on the Government's Action Program to implement Resolution No. 72-NQ/TW, which requires: Promoting the potential and strengths of traditional medicine, the potential strengths of medicinal herbs, promoting planning and development of medicinal herb growing areas that meet standards; Preserving traditional knowledge and promoting the multi-purpose value of medicinal herbs, traditional remedies and methods; Focusing on improving the quality of traditional medicine, especially traditional medicines and medicinal herbs to reach the same level as countries with developed traditional medicine.
Along with that is Directive No. 25/CT-TTg of the Prime Minister on promoting the development of Vietnamese traditional medicine in the new period.
To meet the requirements of the tasks in the coming time, Minister Dao Hong Lan requested the new Director Tran Minh Ngoc, together with the Party Committee and the Leadership of the Institute of Medicinal Materials, and the Institute's collective to promote tradition, solidarity and creativity to carry out tasks related to the fields of traditional medicine and medicinal materials.

At the same time, innovate management thinking, improve research and technology transfer capacity, develop valuable medicinal products to serve people's health care and export;
Promote international cooperation, connect with units of the Ministry, universities, research institutes, enterprises, and localities to expand growing areas and develop the value chain of Vietnamese medicinal herbs.
Minister Dao Hong Lan paid attention to taking care of the material and spiritual life of officials, civil servants and workers, creating conditions for scientists to maximize their capacity and enthusiasm.
"The Ministry of Health hopes that the Institute will uphold its 65-year tradition, preserve and promote the identity of the Institute of Medicinal Materials, and further develop the Institute. Personally, with his knowledge, capacity and experience in management and operation, comrade Tran Minh Ngoc will, together with the Institute's leadership, successfully complete the assigned tasks," said Minister Dao Hong Lan.
Receiving the decision to appoint a new task, the new Director Tran Minh Ngoc emphasized that "the profound instructions of the Minister of Health are valuable directions for the Institute of Medicinal Materials to continue promoting tradition, develop sustainably and be worthy of the position of the national leading unit in developing medicinal materials, medicinal drugs, traditional medicines, and products from medicinal materials".
