Minister of Education and Training: By December, public universities must have leaders according to the new model

At the conference to study and implement Resolution 71-NQ/TW on breakthroughs in education and training development, Minister Nguyen Kim Son noted a number of issues, including the arrangement of personnel for universities and public vocational training institutions, ensuring that schools have new leaders and a stable apparatus at the beginning of 2026.

Regarding the arrangement of higher education and vocational training institutions, Minister of Education and Training Nguyen Kim Son noted that the system should be reorganized to strengthen educational institutions, so that investment can be more focused, important and effective. “For the system of small, fragmented schools that have difficulty recruiting students and do not ensure quality, both the public and private sectors will be the first subjects of review and arrangement,” said Mr. Son.

Mr. Son said that in the process of developing a plan to arrange educational facilities, the leadership of the Ministry of Education and Training is asking for the Prime Minister's direction.

Minister Nguyen Kim Son noted that during the reorganization process, localities need to be flexible, avoid being mechanical, and at the same time prepare to implement the "vocational secondary school" model in the coming time. This model aims to stream and guide students after secondary school, not to replace vocational education centers - continuing education that serve adults and lifelong learning.

In rearranging the system of general education facilities, Mr. Son reminded localities about the instructions of the Ministry of Education and Training for appropriate implementation.

Regarding higher education and vocational education institutions, Mr. Son said that, implementing the policy of Resolution 71, from now until early 2026, "Party committee secretary concurrently heads of public higher education and vocational education institutions" will be implemented.

According to Mr. Son, the Ministry of Education and Training is developing plans; this is an activity related to Party work and government arrangement work.

Under the direction of the Standing Secretariat, the Ministry of Education and Training will coordinate with the Central Organizing Committee to present the plan to the Politburo and the Secretariat.

If everything goes according to plan, the draft of three laws amending the field of education and training that the Ministry of Education and Training is submitting to the National Assembly, along with the Law on Teachers, will take effect on January 1, 2026. Therefore, the plan to arrange leadership personnel for public universities and colleges will be implemented from the beginning of December 2025, not having to wait until early 2026. This is to ensure that when the new law comes into effect, the new apparatus will operate immediately, smoothly, without any gaps.

“The Ministry of Education and Training’s view is that when the three new laws on education come into effect, the school council’s activities will naturally end. When the school council ends its activities, it also means that the chairman of the school council and vice chairman of the school council (if any) will also end their roles. At the same time, the principal (or director of the university or academy) elected by the school council for the term of office will also complete the responsibilities assigned by the school council. The process will have to strive until the day the school council ends its activities, then everything will operate according to the new model (the model of the party secretary concurrently being the head - PV),” said Mr. Son.

Previously, the secretary was associated with the management position of the chairman of the school board. In the future, when there is no longer a school board and no dedicated position for the secretary, it is necessary to arrange management work for the secretary.

“The arrangement principle in the project will be implemented on the basis of trust at the grassroots level, from which the governing body will find the most worthy and suitable person to take on the role of secretary and head of the grassroots level. Special cases will be decided by the superior governing body,” Mr. Son informed.

According to Mr. Son, the Ministry of Education and Training will have a document stipulating and providing full guidance on standards, conditions, procedures, and methods. The Ministry is trying to complete the document in November so that facilities can implement it in December, ensuring that by the first days of the new year, the apparatus will operate in accordance with the direction of Resolution 71.
