On February 28, the Ministry of National Defence held a conference assigning tasks to agencies and units to research and propose local military organization plans.
At the conference, Lieutenant General Nguyen Van Nghia, Deputy Chief of the General Staff of the Vietnam People's Army, reported on the draft plan of the General Staff of the Vietnam People's Army proposing the organization of local military forces in accordance with the Party and State's policy on continuing to innovate and streamline the organizational structure of the political system to operate effectively and efficiently.
Based on the current geographical situation, area, population size, number of districts and communes, and the specific functions, tasks, and organizational structure of the Vietnam People's Army, the draft plan proposes the establishment of appropriate local military agencies.
The delegates analyzed and proposed ideas for organizing local military forces in accordance with the spirit of Resolution No. 05 of the Politburo on the organization of the Vietnam People's Army for the period 2021-2030 and beyond; and Conclusion No. 126 of the Politburo on some contents and tasks for continuing to reorganize and streamline the organizational structure of the political system in 2025.
Speaking at the conference, General Phan Van Giang, Minister of National Defense, requested the General Staff of the Vietnam People's Army and relevant agencies to study and develop a plan for organizing local military forces based on the Party's viewpoint on the all-people national defense policy, the people's war policy, and the all-encompassing, all-people approach; in accordance with Vietnam's national defense strategy, military strategy, and the Party's viewpoint on building a strong reserve force and a widespread militia and self-defense force.
As of February 15th, the military had restructured nearly 2,900 organizations. This included reducing one general department, two corps, 37 departments and equivalents, and nearly 300 offices. By the end of 2024, the Vietnam People's Army organization will be fundamentally streamlined, efficient, and strong, with a synchronized and rational organizational structure across its components and forces, exceeding the target set in Resolution No. 05 by one year.
For the period 2025-2030, the Ministry of National Defence has determined to continue to thoroughly understand and concretize the requirements of the Politburo and the Central Committee of the Party on continuing to implement Resolution No. 18, building a political system that is "lean, strong, efficient, effective, and effective"; maintaining the principle of Party leadership and organization, ensuring the absolute and direct leadership of the Party in all aspects over the Vietnam People's Army.
