Ministry of Construction names localities without social housing from 2021 to present

On the morning of February 22, Deputy Minister of Construction Nguyen Van Sinh reported on the implementation of the Project to build at least 1 million social housing apartments at the Conference to deploy the Project "Investing in building at least 1 million social housing apartments for low-income earners and industrial park workers in the period 2021-2030" in 2024.

Accordingly, Mr. Sinh said, up to now there have been many mechanisms and policies to remove difficulties and increase incentives to support and promote the development of social housing across the country.

Regarding the results of institutional improvement, the 15th National Assembly passed the Law on Housing (amended) and the Law on Real Estate Business (amended); the Law on Land (amended) and the Law on Credit Institutions (amended); accordingly, there have been many mechanisms and policies to remove difficulties, increase incentives to support the development of social housing and have separate policies on workers' accommodation in industrial parks and housing for armed forces.

The Ministry of Construction has issued many Circulars allowing projects that do not have detailed plans to use zoning plans or general plans in areas that do not require zoning plans to bid for project investors, shortening administrative procedures.

Regarding actual implementation, according to the report of the Ministry of Construction, nationwide, 1,249 land plots with a scale of 8,390 hectares have been planned for social housing, an increase of 5,031 hectares compared to the 2020 report.

According to the summary of reports from localities, there are 499 social housing projects nationwide with a scale of 411,250 units. Of which, the number of completed projects is 71 projects with a scale of 37,868 units; the number of projects that have started construction is 127 projects with a scale of 107,896 units and the number of projects that have been approved for investment policy is 301 projects with a scale of 265,486 units.

"Regarding capital to support businesses, the Ministry of Construction has announced the list of eligible projects for loans three times on the Ministry of Construction's electronic information portal with 24 eligible social housing projects, housing for workers, and renovation of old apartment buildings, with a scale of 20,188 apartments and a total investment of VND19,014 billion," Deputy Minister Nguyen Van Sinh said.

Regarding the disbursement of VND15,000 billion in capital to support individual customers to borrow to buy, lease-purchase social housing, worker housing, and family housing, according to the report of the Social Policy Bank, to date, the outstanding loan balance has reached VND10,272 billion with 26,268 customers.

Regarding the VND120,000 billion support capital, currently 28 localities have announced a list of 68 projects eligible for loans under the VND120,000 billion credit program with a loan demand of more than VND30,000 billion. Up to now, 6 social housing projects in 5 localities have been disbursed with a capital of about VND415 billion.

Investment in social housing is still limited in some large localities.

The representative of the Ministry of Construction said that with the attention and drastic direction of the Government, the Prime Minister and the participation of ministries, branches and localities, the development of social housing in the recent past has achieved important results, many localities have been active in attracting investment and promoting the commencement of construction of social housing.

However, it is also necessary to frankly acknowledge that although some key localities have a huge demand for social housing, social housing investment is still limited compared to the Project's target by 2025 (Hanoi has only 3 projects, 1,700 apartments meeting 9%; Ho Chi Minh City with 7 projects, 4,996 apartments meeting 19%...) or some localities have no social housing projects starting construction in the period from 2021 to present (Vinh Phuc, Ninh Binh, Nam Dinh, Long An, Quang Ngai...).

Besides the achieved results, the representative of the Ministry of Construction said that during the implementation of the project, some limitations were also noted.

Firstly, the mechanism and policies for developing social housing and housing for workers have not yet met practical needs and have not been supplemented or amended promptly in the initial phase of the Project.

Second, many localities have not paid attention to developing social housing, housing for workers and laborers in industrial parks; have not included housing development targets, especially social housing development targets and housing for workers in the 5-year and annual socio-economic development plans; have not clearly identified land funds for social housing development in urban and industrial park planning; have not issued a Project Implementation Plan to ensure the completion of the set goals.

Some localities have had many projects approved for investment in the recent period but have not paid attention to selecting project investors to implement construction investment; some social housing projects have started but enterprises have not implemented construction or are behind schedule.

Third, the Government's capital support for the development of social housing projects has not been disbursed effectively and has not attracted investors to borrow capital.

After clearly recognizing the results and challenges, Deputy Minister of Construction Nguyen Van Sinh said that in order to complete the set goals, the Ministry of Construction and other ministries, branches and localities in the coming time must coordinate and urgently implement the tasks assigned by the Prime Minister in the Project.

Accordingly, ministries and branches will coordinate to develop policies, strategies, etc. to synchronize legal regulations and put the Project into practice in each locality.

For localities, it is necessary to urgently establish, amend and supplement the Program and plan for housing development of localities, in which clarify the goals of social housing and plan to implement the Project.

For businesses carrying out the construction of social housing projects, it is also necessary to prepare financial resources and apply technology to shorten construction time and ensure the progress of project completion.

To receive financial support, investors also need to proactively review the subjects and conditions, and register with the provincial People's Committee to be announced in the list of preferential loans from the 120,000 billion VND support package .
