Ministry of Construction requests review of Hanoi - Quang Ninh railway planning proposal

The 120.9 km long Hanoi - Quang Ninh railway line is being proposed to be added to the planning as a high-speed railway belonging to the national railway network, with a design speed of 250 km/h or more, exclusively for passenger trains.

The Ministry of Construction has just sent an official dispatch to the Vietnam Railway Authority regarding the study of planning the Hanoi - Quang Ninh railway route.

Accordingly, the Ministry of Construction requested the Vietnam Railway Authority to review the planning proposal for the Hanoi - Quang Ninh railway line according to the provisions of the law on planning, in which it is important to update and clarify new related factors such as the formation of Gia Binh International Airport, the target of double-digit economic growth in the period of 2026 - 2030, the arrangement of the apparatus, administrative boundaries of localities... to clarify the necessity, feasibility and effectiveness of the planning scheme for the railway line on the corridor in general and the Hanoi - Quang Ninh railway line in particular with a long-term vision.

Vietnam Railway Authority needs to integrate the railway line into the adjustment of Railway Network Planning 1, planning of railway lines and stations to study in the overall railway planning network as a basis for evaluating and selecting planning options, in which it is necessary to consider the connection of the national railway network, urban railways, other transport; urban areas, cultural relics, tourism , etc. along the route to ensure consistency and efficiency.

"After completing the draft documents, the organization will collect opinions from relevant localities on the documents to implement related procedures as required," the Ministry of Construction's official dispatch stated.

Previously, the Vietnam Railway Authority received the Hanoi - Quang Ninh railway route plan from Vingroup Corporation, in which it proposed that competent authorities approve the planning content of the Hanoi - Quang Ninh railway route and add this railway route to the adjustment of the railway network planning for the period 2021 - 2030 and vision to 2050.

Specifically, the Hanoi - Quang Ninh railway line is proposed to be a high-speed railway belonging to the national railway network; with a design speed of 250km/h or more, exclusively operating passenger trains; 1435mm gauge, electrified.

The route starts at the National Exhibition and Fair Center (Co Loa), Hanoi; ends at the Forest Park, Dai Yen Ward, Ha Long City, Quang Ninh Province (opposite Vinhomes Ha Long Xanh Urban Area) with a total route length of about 120.9 km.

Regarding the route, Vingroup proposed that from the starting point at Co Loa station, Hanoi, the route would follow the connecting road to Gia Binh airport, Bac Ninh province. The route would continue through Hai Duong to Yen Tu, Quang Ninh province. The route would continue to the final point at the forest park area, Dai Yen ward, Ha Long city, Quang Ninh province.

In Hanoi, Vingroup proposed two route options. Option 1: the route goes along the road connecting Tu Lien bridge and Gia Binh airport; Option 2: the route goes along the road connecting Tu Lien bridge and then turns right along the existing railway line, through Yen Vien station, along the corridor of urban railway line No. 9, across the Duong river and along the road connecting Gia Binh airport.

The Hanoi - Quang Ninh railway line is expected to have 4 stations including Co Loa, Gia Binh, Yen Tu and Ha Long. With the plan to go through Yen Vien, there will be an additional Yen Vien station.

The land requirement for the route is about 308.98 hectares; the investment capital requirement is about 5.4 billion USD (equivalent to 133,175 billion VND; the implementation period is during the planning period until 2030.
