The Politburo directs the planning of "villages within cities, cities within villages"

(Dan Tri) - Building a modern new countryside, developing harmonious and reasonable urban and rural planning, protecting the ecological environment according to the model of "village in the city, city in the village", is the requirement put forward by the Politburo.

Standing member of the Secretariat Tran Cam Tu, on behalf of the Politburo, signed and issued Conclusion No. 219 on continuing to implement Resolution 19 on agriculture, farmers, and rural areas until 2030, with a vision to 2045.

The Politburo assessed that after more than 3 years of implementing Resolution 19, many positive results have been recorded, but there are also limitations such as unsustainable growth in the agricultural sector, low productivity, quality and competitiveness of some products; the income of most farmers is still low and subject to many risks due to natural disasters, epidemics and market fluctuations...

In the context of a rapidly changing world, strong development of science and technology , climate change, increasingly complex market developments, and great impacts on agricultural development, the Politburo requires continuing to identify agriculture, farmers, and rural areas as having a long-term strategic position, as an important foundation to ensure macroeconomic stability and sustainable growth.

According to the Politburo, agriculture must ensure food security in all situations, contributing to ensuring major economic balances, stabilizing the macro-economy, and controlling inflation.

The Politburo emphasized the need for breakthrough policies to attract and mobilize the strength of people and businesses to invest in green agriculture; research incentive mechanisms, encourage and promote the process of "exporting agriculture" to improve market access, competitiveness, added value, prestige and position of the country.

Prioritizing investment, testing, and piloting outstanding mechanisms and policies for agricultural production models based on high science and technology is also an important orientation set forth by the Politburo.

Another important task, according to the Politburo, is to support agricultural enterprises to develop so that by 2030 there will be a number of strong agricultural enterprises leading the region and the world, leading deep participation in the global value chain, and building national brands for key industries.

Along with that, the Politburo emphasized the need to support training and technology transfer so that farmers can gradually form a mindset of large-scale, professional, and modern commodity economic production.

Along with the orientation of building a modern, rich, unique and sustainable new countryside, the Politburo requires focusing on building and implementing the urban and rural planning system, ensuring close connectivity, harmonious and reasonable complementarity, protecting the ecological environment with the model of "village in the city, city in the village", opening up more space and new resources for development.

In particular, according to the Politburo, it is necessary to narrow the development gap between regions and population groups, ensure social security and gender equality; and improve income, quality of life and access to services for people in rural areas.

The Politburo noted solutions to build and complete the agricultural, rural, irrigation, natural disaster prevention and control, and environmental protection infrastructure system in sync with other strategic infrastructures in a modern, multi-purpose direction; striving to invest the State budget in agriculture and rural areas in the 2021-2030 period at least twice as much as in the 2011-2020 period.

According to the Politburo, it is necessary to harmoniously resolve the relationship between agricultural and rural development, ecological environment protection, resource management, and proactive response to climate change.

Along with that, the Politburo directed to strengthen environmental protection, promote the collection and treatment of garbage and hazardous waste; resolutely handle pollution of rivers and river banks and improve the capacity to forecast and warn of weather, incidents and disasters to proactively adapt, prevent and minimize damage to agricultural production and people's lives.
