The signing ceremony of the United Nations Convention against Cybercrime (also known as the Hanoi Convention) took place on October 25 in Hanoi and attracted widespread attention from international media and international observers.

According to Singapore-based Channel NewsAsia on October 25, the signing of the Convention by countries marks an important milestone in global efforts to deal with cybercrime, which causes trillions of dollars in damage to the world economy each year.

According to Channel NewsAsia, the Convention will enter into force after being ratified by at least 40 countries and is expected to help simplify international cooperation in investigating, prosecuting and preventing cybercrime. Channel NewsAsia quoted the message of UN Secretary-General António Guterres at the opening ceremony, in which he affirmed that cyberspace has become “fertile ground for criminals,” and emphasized that the Convention is “a powerful, binding legal instrument that strengthens our collective defense against cybercrime.”

Channel NewsAsia also quoted Vietnamese President Luong Cuong as emphasizing: “This event not only marks the birth of a global legal instrument, but also affirms the enduring vitality of multilateralism, where countries overcome differences and are willing to shoulder responsibilities together for the common interests of peace , security, stability and development.”

The TV channel also quoted a statement from the United Nations Office on Drugs and Crime (UNODC) affirming that the Convention was designed with a mechanism to ensure human rights and encourage research activities in accordance with international law.

Reporting on Belarus’s signing of the Convention at its opening ceremony in Hanoi, RIA Novosti highlighted that the Convention aims to strengthen international cooperation in combating crimes related to information technology. The document also creates a mechanism for 24/7 data exchange and mutual assistance in investigations and prosecutions.

The agency also quoted a message from the Belarusian Ministry of Internal Affairs affirming that by signing the Convention, governments will have more tools to protect children and support victims of cybercrime.

From the Middle East, a number of regional media outlets also reported on the event. Iraq’s Shafaq News agency described the signing of the Convention in Hanoi as “a milestone in global digital governance,” contributing to strengthening international cooperation in investigating, extraditing and sharing data in dealing with cybercrime.

Palestinian news agency SadaNews on October 25 reported and took photos of the signing ceremony of the United Nations Convention against Cybercrime held in the capital Hanoi of Vietnam.

According to the Vietnam News Agency correspondent in the Middle East, SadaNews reported that Ambassador Riad Mansour, Head of the Permanent Observer Mission of Palestine to the United Nations, signed this document on behalf of Palestinian Authority President Mahmoud Abbas, thereby affirming Palestine's deep commitment to supporting international efforts to build a safe and humane digital space.

SadaNews quoted Palestinian Ambassador to Vietnam Saadi Al-Tamizi as expressing pride in Palestine's participation in this important international event, and highly appreciating Vietnam's effective role in hosting and organizing the conference, considering it a pioneering step to promote international cooperation in preventing cybercrime and protecting human dignity in the digital space.

Ambassador Al-Tamizi stressed that the “Hanoi Convention” is “a new international charter to strengthen the values ​​of fairness, responsibility and mutual cooperation in the digital world,” and affirmed that Palestine will continue to support all international initiatives aimed at protecting humanity, strengthening security, peace and development in the digital age.

Meanwhile, other news agencies such as Reuters (UK), AFP of France and Xinhua of China also reported prominently on this signing ceremony. These agencies all shared the view that the Hanoi Convention is an unprecedented step in the United Nations' efforts to build the first global legal framework to promote international cooperation in preventing and combating all types of digital crimes, from cross-border fraud, money laundering to organized cybercrime./.
