The 500kV Lao Cai - Vinh Yen Transmission Line Project is a national key project, assigned by the Prime Minister to Vietnam Electricity Group (EVN) as the investor, with the goal of enhancing the safe and stable operation of the National Power System, releasing the capacity of hydropower plants in the Northwest region and neighboring provinces, with a total investment of more than 7,410 billion VND, the starting point is the 500kV Lao Cai Transformer Station (TSS), the end point is the 500kV Vinh Yen TSS, with a length of about 229.5km passing through 2 provinces and 31 communes (Lao Cai: 13 communes; Phu Tho: 18 communes), a total of 468 electric pole foundation locations, affecting 2,189 households, of which 213 households must be resettled.

Regarding site clearance: 468/468 foundation locations have been completed; within the route corridor: 196/242 anchor spaces have been handed over, reaching 81%, with 46 anchor spaces yet to be handed over. Resettlement work: 170/213 households (79.81%) have been paid, with 43 households remaining. 113/213 households (53.05%) have moved out of the route corridor, with 100 households yet to move.
Progress of supplying materials, equipment and construction: Completed supplying all materials and equipment including: steel poles, conductors, optical cables, insulators and accessories. Construction: Concrete foundation construction: completed 468/468 positions (100%). Steel pole erection: completed 306/468 pole positions (65.38%), transporting, gathering and erecting 162/468 positions (34.62%). Laying and pulling wires: completed 22/242 anchor intervals (9.09%), pulling wires in progress for 23/242 anchor intervals (9.5%), not yet constructed 197/242 anchor intervals (81.4%).
The project encountered some major difficulties and obstacles, which were difficulties due to weather and terrain conditions: The project had a large construction volume, short construction time, high and rugged mountainous terrain, steep, muddy and slippery construction roads. Weather developments in the past months of May, June and July (peak construction months) in Lao Cai and Phu Tho provinces often had intense heat, heavy rain, thunderstorms, causing many adverse effects on construction due to having to stop construction to ensure safety and to overcome the effects of storms and rains.

Human resource difficulties: the contractor's workforce is not enough to meet the project's needs under the conditions of high construction intensity, short time and simultaneous implementation of many tasks. EVN had to mobilize additional support forces from units in the industry with nearly 1,000 officers and employees, from Military Region 2 with more than 200 officers, soldiers and a number of youth union members.
Difficulties in compensation and site clearance: the official approval of compensation, support and resettlement plans has not been completed (Lao Cai still has 5/13 communes that have not officially approved the scope of the route corridor and 2/13 communes of Xuan Quang and Thuong Ha have officially approved but need additional approval after reviewing the scope of the route corridor; Phu Tho still has 1/18 communes that have not officially approved the scope of column foundations and route corridor); Payments have not been completed (Lao Cai province still has 5/13 communes; Phu Tho province still has 3/18 communes).

The handover of the route corridor to the investor has not been completed (Lao Cai province still has 45 anchorages and Phu Tho province still has 1 anchorage that has not been handed over); resettlement procedures for households have not been completed (Lao Cai still has 8/13 communes; Phu Tho still has 6/18 communes). Up to now, there are still some households causing difficulties and obstructing the construction; many households have not completed the collection of trees (mainly in Lao Cai province), have not moved their houses and residences outside the route corridor (Lao Cai province still has 48 households; Phu Tho province still has 52 households), causing difficulties for the construction work of spreading and pulling wires.
Prime Minister Pham Minh Chinh inspected the Lao Cai-Vinh Yen 500kV Transmission Line Project at the VT404 pole in Thai Hoa commune and the VT369 pole in Dan Chu commune. These are pole positions with large and complicated construction volumes, for example, VT369 pole is one of the two poles crossing the Lo River (along with VT370 pole), 130m high, with a total mass of about 360 tons/pole.
Visiting, giving gifts and encouraging the construction units, Prime Minister Pham Minh Chinh directed the local youth and women to be the core force to support the construction of the project. The Prime Minister encouraged engineers and workers to "overcome the sun, overcome the rain, not lose to storms", "eat quickly, sleep quickly", work day and night, taking advantage of good weather to implement the remaining items; at the same time, reminded the units to pay attention to, take care of the lives and maintain the health of workers in the current hot weather conditions.
Right at the construction site, the Prime Minister requested the leaders of the Ministry of National Defense to direct Military Region 2 to arrange military forces to deploy logistics support tasks for the construction such as setting up field camps to support workers in all weather conditions; providing food, drinking water, and supporting wire pulling. The Prime Minister also requested units to apply and promote good experiences from the construction of the 500kV line 3 Quang Trach-Pho Noi to quickly construct this project.
The Prime Minister emphasized that the sooner the project is completed, the more benefits it will bring to the country; all work is under the direction of EVN.
After inspecting the locations, Prime Minister Pham Minh Chinh chaired a meeting with ministries, branches, investors, contractors, and relevant units on the construction progress of the 500kV Lao Cai-Vinh Yen transmission line in Dan Chu commune.
Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized the importance of the 500kV Lao Cai-Vinh Yen line to Hanoi and Phu Tho province; its importance to both Yen Bai and Lao Cai; and its importance to the development of new spaces such as urban, industrial and service areas.
The Prime Minister stated that the sooner we complete this project, the more beneficial it will be, contributing to transmitting electricity sources in the North to the national grid, contributing to improving the capacity of electricity supply. The Prime Minister emphasized that if we have tried, we must try harder, if we are determined, we must be even more determined, if we are focused, we must be even more focused, and we must act decisively, with focus and key points.
The Prime Minister requested to "take advantage of the victory and move forward", the entire political system must participate; the Party leads, the State manages, the people are the masters; the shock forces are the core such as youth, women, the Army and Police forces support; the people's spirit of mastery must be promoted. The Prime Minister noted that the work of site clearance must be harmonious and balanced according to the general level; the people must also contribute to the project.
Regarding the target, the Prime Minister requested that the Lao Cai-Vinh Yen 500kV Transmission Line Project must be completed by August 19. Emphasizing that there is a lot of work and very little time left, so there must be a good and reasonable way to organize and implement it. Therefore, the Prime Minister requested the establishment of a Forward Command Team to coordinate and command the work, with the Chairman of the Board of Directors of EVN as the commander; the Standing Deputy Team is the General Director of EVN, the members of the Forward Command Team are two Secretaries of Lao Cai and Phu Tho Provincial Party Committees, a Deputy Minister of National Defense, First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, and leaders of Military Region 2. The Prime Minister requested a spirit of close and effective coordination, handling of work, and coordination of forces.
The Prime Minister requested to ensure the best quality of this project. Recalling that the 500kV Quang Trach-Pho Noi transmission line was constructed with good quality and had been tested by storms, the Prime Minister praised the working spirit of the units, especially EVN, which constructed this transmission line and requested the units to promote this positive point for the project. The Prime Minister also noted that it is necessary to ensure the material life of local people in the project area, ensure the legitimate rights and interests of the people who have to relocate; people who relocate to new places have a better life than their old places.
The Prime Minister especially emphasized the need to pay attention to building camps for the construction force to live and work on site; therefore, the Ministry of National Defense directed the Army to build camps, provide accommodation, and promote the spirit of "Uncle Ho's soldiers", "Our Army comes from the people, fights for the people". Do a good job of environmental sanitation, restore works... The Prime Minister requested that the Secretaries and Chairmen of the People's Committees of localities must actively participate, "only discuss doing, not talk about retreating", "not say no, not say difficult, not say yes but not do".
