On November 2, Ca Mau province held the first Patriotic Emulation Congress, period 2025-2030. This is the first Patriotic Emulation Congress after the merger of Bac Lieu - Ca Mau provinces, with special significance, an important milestone in implementing patriotic emulation movements of Ca Mau province in the new period.
The Congress aims to evaluate the results of the patriotic emulation movement in the 2020-2025 period, set out directions and tasks for the 2025-2030 period; and honor typical, advanced examples from emulation movements in all areas of social life in recent years.
Vice President , First Vice President of the Central Emulation and Reward Council Vo Thi Anh Xuan attended and directed the Congress. Also attending were representatives of central departments, ministries and branches; Vietnamese Heroic Mothers, Heroes of the Armed Forces, war invalids, families with meritorious services to the revolution and 198 delegates who are typical examples in various sectors, fields, ethnic groups, religions... in the area.
Creating a solid foundation for Ca Mau to confidently enter a new stage of development
Speaking at the Congress, Vice President Vo Thi Anh Xuan acknowledged and commended the efforts, initiatives and outstanding achievements of typical advanced collectives and individuals in the patriotic emulation movement of Ca Mau province.
During the past term, despite facing many difficulties and challenges, especially the impact of the COVID-19 pandemic and climate change, the Party Committee, government and people of Ca Mau province have promoted the spirit of solidarity, made efforts to overcome difficulties, and achieved many important results in all fields. The economy maintained a good growth momentum, averaging over 7%/year.
Seafood export turnover reached over 2 billion USD/year, maintaining the leading position in the country. The fields of renewable energy, gas-electricity-nitrogen industry developed strongly, creating new momentum for growth.
Infrastructure for transport, urban areas, and seaports has been invested synchronously, creating a premise for the province to continue accelerating its development. The work of building the Party and the political system has been focused; the two-level local government apparatus has initially operated effectively and efficiently...
Those results have created a solid foundation for Ca Mau to confidently enter a new development stage.
The Vice President emphasized that after the merger, Ca Mau has new space and development potential, benefiting from the advantages of the two previous provinces, along with the strategic investment orientations and viewpoints of the Central Government, the province has many conditions to become a green growth pole and a driving force for development in the Mekong Delta region.
Therefore, in the coming time, the province needs to promote internal strength, make the most of resources from the Central Government and strategic partners; plan and invest in comprehensive and even socio-economic development, not leaving any locality behind.
In particular, it is necessary to focus on developing dual-use transportation, seaports, and logistics services; prioritize the implementation of projects to respond to climate change, ensure water security, etc.
In the immediate future, it is necessary to pay attention to resolving difficulties and obstacles in the operation of two-level local governments, creating favorable conditions for cadres, especially grassroots cadres, to work with peace of mind; performing well the task of ensuring national defense and security, contributing to firmly protecting the sacred sovereignty of the sea and islands of the Fatherland, the Vice President noted.
Determined to develop the province quickly and sustainably

At the Congress, Chairman of the People's Committee of Ca Mau province Pham Thanh Ngai said that patriotic emulation movements in the province have always been vigorously implemented by all levels, sectors and localities, with many diverse forms and practical content, attracting a large number of cadres, party members and people to participate, making an important contribution to the development of the province.
The movements “For the poor - No one left behind”, “The whole country joins hands to eliminate temporary and dilapidated houses” were deployed with the spirit and command from the heart, mobilizing the entire political system, the business community, and the people, helping thousands of poor households have new houses and strive to stabilize their lives.
Accordingly, the total number of households that are people with meritorious services to the revolution and relatives of martyrs; poor households, near-poor households with housing difficulties; households under the National Target Program on socio-economic development of ethnic minority areas in the province approved is: 9,671 households.
By July 23, 2025, Ca Mau province had completed the Program to eliminate temporary and dilapidated houses, reaching 100% of the target.
In the 2025-2030 period, Ca Mau identified goals and breakthroughs in science, technology, innovation, creativity and digital transformation; promoting the strength of national solidarity; promoting traditional cultural and historical values, determined to develop the province rapidly and sustainably, constantly improving and enhancing people's lives; firmly ensuring national defense and security.
By 2030, Ca Mau province strives to become a comprehensively developed, dynamic province, confidently entering a new era of development with the whole country with the theme "Patriotic emulation, breakthrough development, building Ca Mau - the southernmost province of the rich, beautiful and civilized Fatherland."

The province strives for an average 5-year gross regional domestic product (GRDP) growth rate of about 10%-10.5%/year; average GRDP per capita by 2030 of over 6,000 USD; social labor productivity growth rate by 2030 of about 8.0-8.5%/year; total average social investment capital by 5 years of about 40% of GRDP; the proportion of added value of the digital economy in GRDP by 2030 of about 20% or more; total export turnover for 5 years of about 17 billion USD; total budget revenue for 5 years of about 65,000 billion VND...
At the ceremony, Vice President Vo Thi Anh Xuan presented 200 million VND from the Vietnam Children's Fund to Ca Mau province; presented gifts to Vietnamese Heroic Mothers and Heroes of the People's Armed Forces. In particular, with outstanding achievements in socio-economic development, Ca Mau was honored to receive the First Class Labor Medal at the Congress.
