Regarding the 2024 public investment plan, in the expected allocation of medium-term capital from the central budget, there is a project to invest in a drainage system for key agricultural production communes in Duc Tho and Can Loc districts and Hong Linh town, with an expected allocation of 100 billion VND (total investment of 250 billion VND), however, the project is in the process of implementation, so it is recommended to consider the appropriate level of capital allocation.

Currently, the project to adjust and expand the general planning for the construction of Duc Tho town and its surrounding areas until 2035 has been approved by the Provincial People's Committee, and the Duc Tho District Administrative Center has been planned at a new location. To implement the construction of the District Administrative Center, Duc Tho District has proposed to invest in the Duc Tho Town main road expansion project with a total investment of 120 billion VND. It is requested that the Provincial People's Council delegates recommend that the Provincial People's Council consider adding the project to the medium-term capital source of the provincial budget for the period 2021-2025.

In addition, to celebrate the 120th anniversary of the birth of the late General Secretary Tran Phu, Duc Tho district proposed to build Tran Phu park with an area of ​​1 hectare in the center of Duc Tho town; proposed to add an estimated budget of 10 billion VND to the medium-term capital source of the provincial budget for the period 2021-2025.

Regarding the results of socio-economic development in 2023, the delegate said: the province needs to clarify the results of budget collection, have solutions to stimulate the development of small and medium enterprises to contribute revenue to the province; have instructions on implementing support policies for organic agricultural development.

The province needs to consider allocating public investment resources for the 2024-2025 period reasonably so that localities can proactively carry out their tasks; support households that voluntarily relocate and resettle, and maintain the support level of 50 million VND; consider adjusting the allocation rate of land use fee budget for commune-level units because the cost of land auction is very large, with the current adjustment rate, many localities will have to suffer losses after the auction; have a specific mechanism to regulate the allocation of land use fee budget for towns to have resources to build civilized urban areas.

Delegates from Cam Xuyen district also proposed that the Department of Home Affairs adjust the new quota for staffing in the education sector because according to the new quota, Cam Xuyen district will not be able to solve the shortage of teachers; the education sector has solutions to solve drug abuse and school violence; the province has solutions and resources to support the locality to build embankments to prevent landslides on the Ngan Mo river...
