Cam Lam: Promoting the building of commune-level police forces

On December 19, 2019, the Director of the Provincial Police Department announced the decision to deploy regular police officers to work in 13 communes in Cam Lam district. To date, the entire district has assigned 72 regular police officers to work in 14 commune and town police stations. After more than three years of regular police officers being deployed to the communes, the overall security and order situation, and the work of building the "All People Protect National Security" movement in the communes and towns, have seen many positive changes.

The commune-level police force has advised the Party Committee and People's Committee at the same level to closely follow the requirements, tasks, and actual situation in each locality to direct the innovation of content, form, and methods of building the "All People Protect National Security" movement. Coordination between the commune-level police force and the Fatherland Front and other commune-level departments, agencies, and mass organizations has been carried out closely and more effectively than before. The commune-level police force has been strengthened and its work quality and effectiveness improved. The work of building and replicating advanced models in the "All People Protect National Security" movement in communes and towns has achieved encouraging results, contributing to mobilizing a large number of cadres and people to participate in the movement; promoting the awareness of self-prevention, self-management, self-protection, self-mediation, and the detection and reporting of crimes among the masses at the grassroots level.

The Chairman of the District People's Committee presented certificates of commendation to collectives and individuals who achieved outstanding results in the movement.

However, the work of building the "All People Protect National Security" movement by the commune-level police force in the district still faces many limitations and difficulties. Specifically, the leadership and guidance of the commune-level Party committees and authorities in building the movement have not been consistently given attention; the Steering Committee for crime prevention, social evils control, and movement building in some communes has not been effective. Propaganda work on building the movement in some areas has not been regular and continuous, and the content and forms of propaganda have not been diverse and rich, thus failing to attract widespread public participation. The number of community-based self-governance models for security and order in the district is still small; some models are merely 형식적인 (formalistic) and ineffective…

To further improve the quality of the "All People Protect National Security" movement by the commune-level police force in Cam Lam district, the Cam Lam District Police Department proposes several specific solutions, including: Consolidating the commune-level police force, adding personnel, and focusing on building a clean, strong, and capable commune-level police force. Priority should be given to organizing training courses on movement building. Commune-level police must proactively and actively advise the Party Committee and local government on implementing measures to promote the "All People Protect National Security" movement; proactively and actively coordinate activities with the Fatherland Front and other organizations in organizing the movement, especially the annual "All People Protect National Security" Day. Simultaneously, they should advise on consolidating and building core forces: semi-professional commune police, neighborhood security guards, and civil defense; and developing self-governing models for security and order. Advise the government on organizing preliminary and final reviews of the movement's development work, and promptly commend and reward outstanding collectives and individuals within the movement.

The Cam Lam District's 2022 National Movement for Protecting National Security also recognized several achievements of communes and towns, including the advisory and core role of commune-level police: Five collectives received commendations from the Ministry of Public Security and the Provincial People's Committee; five collectives and eight individuals received certificates of merit from the District People's Committee.
