After typhoon number 3 made landfall, rivers flowing through Nam Dinh such as the Day River, Dao River, Hong River, and Ninh Co River all rose, flooding some residential areas and causing breaches in several sections of embankments and dikes in the area.
A 2-meter section of the embankment at the end of Hong Ha 1 village, My Tan commune, Nam Dinh city, broke, causing river water to overflow and flood the surrounding fields, gardens, and residential areas.
Reporters observed at various locations in the districts of Ý Yên, Nam Trực, Trực Ninh, and Nam Định City that floodwaters were continuously rising, prompting the local authorities to issue a level 3 flood alert.
In Yen Yen district, upstream floods have caused severe flooding in the downstream areas of Yen Khang and Yen Bang communes, submerging many houses, with some areas flooded almost up to the second floor. Approximately 300 households outside the dike on the left bank of the Day River, running through the two communes, are isolated, and dozens of fish ponds are overflowing. The district has evacuated all residents from the dangerous areas.
Also in Ý Yên district, the embankment of the Ninh Mật and Ngô Xá villages in Hồng Quang commune overflowed for about 500 meters. The Hồng Quang commune People's Committee notified and relocated residents (326 households with 1,450 people) and their belongings from areas outside and inside the embankment to safe locations such as the commune's health station, the Ninh Mật village cultural center, and the homes of relatives of the affected households.
In Truc Ninh district, at approximately 9:00 AM on September 12th, the water level on the Ninh Co River in Phuong Dinh commune rose significantly, posing a risk of overflowing the embankment and directly threatening the safety of 459 households with 1,455 people. Truc Ninh district issued a level 3 flood alert along the entire right bank of the Red River and the left and right banks of the Ninh Co River in Truc Ninh district. Simultaneously, emergency forces were mobilized to reinforce the embankments and evacuate residents from the flooded areas.
According to Mr. Pham Trong Duy, Chairman of the Truc Ninh District People's Committee, Truc Ninh has reinforced flood-prone areas with sandbags and relocated 400 households with 1,200 people to safe locations. The remaining households are living in sturdy houses. Approximately 1,000 people (police, militia, and local residents) and hundreds of vehicles such as tricycles and motorbikes are transporting bags of soil and sand to reinforce and protect the embankment in Lo Xuyen 2 village, Phuong Dinh commune, Truc Ninh district.
In Nam Dinh City, floodwaters on the Red River are also rising, threatening to directly affect the Hong Long embankment (My Tan commune, Nam Dinh City) and the safety of people living in the embankment area.
From the afternoon of September 11th, a 2-meter section of the embankment at the end of Hong Ha 1 village broke, causing river water to flood the surrounding fields, gardens, and residential areas, directly inundating Hong Ha 1 and 2 villages; a section of the city's wastewater canal also collapsed, directly affecting Hong Phong 2 and Hong Phu villages.
By 1 PM on September 12th, the dike in Hong Phong 1 village had overflowed, and currently, the affected areas are deeply submerged; houses, especially the entire area of crops belonging to the people, are deeply flooded, directly impacting 1796 households/5965 people living outside the dike in My Tan commune.
Speaking with a reporter from Giao Thong Newspaper, Mr. Nguyen Huu Le, Chairman of the People's Committee of My Tan commune, said that the local authorities and armed forces have evacuated 573 households/1774 people to relatives' homes or the commune's health station, while students are allowed to remain at school.
Nam Dinh City has mobilized numerous local forces, including additional boats and canoes, to evacuate residents and move property from dangerous areas to safe locations.
With the support of the military, police, and local people, over 15,000 sandbags were filled, transported, and used to reinforce vulnerable points, prevent landslides and flooding, and evacuate people from flood-prone areas; essential supplies were also transported to areas where people were affected.
