Can Tho speeds up to complete the 2025 target

(Chinhphu.vn) - Entering the last month of 2025, Can Tho City recorded many positive signs in the socio-economic picture. Despite challenges in public investment disbursement, natural disasters and public service responsibilities, the city still showed high determination to complete the 2025 plan targets and prepare for 2026 with a spirit of initiative, acceleration and innovation.

The economy continues to grow steadily, many sectors make breakthroughs

The report on the socio-economic development of Can Tho City in November and 11 months of 2025 presented at the regular meeting in November 2025 held on the morning of December 5 showed that, in the context of many economic fluctuations, Can Tho still maintained a positive growth rate, businesses made efforts to maintain production and business activities, contributing to the recovery of many industries.

The 11-month industrial production index is estimated to increase by 10% over the same period in 2024, with November alone increasing by 5.5% over the previous month. Total retail sales of goods and service revenue continued to increase, reaching more than VND 32,086 billion in November (up 5% over the previous month) and cumulatively reaching VND 321,887 billion, up 16.5% over the same period. This is an impressive growth rate, reflecting continued expansion of domestic consumption demand and well-maintained purchasing power.

The city's export activities also achieved many positive signals when the value of exported goods and foreign currency revenue increased by an estimated 10.6%. Tourism continued to grow strongly: Total cumulative visitors reached more than 10.5 million, equivalent to 96% of the plan, up 20% over the same period; total tourism revenue reached more than VND 9,290 billion, reaching 93% of the plan, up 20% over the same period.

The efforts of the business community were affirmed when the number of newly registered enterprises increased by an estimated 53.97%, showing the attractiveness of the investment and business environment in the city. The city government continued to synchronously deploy solutions to mobilize, manage and effectively use resources, creating a solid foundation for growth and maintaining budget stability.

Social security policies are still being implemented with attention. Can Tho promotes job creation, vocational training and community health care, ensuring timely support for the poor, vulnerable groups and ethnic minorities. After the administrative unit merger, the two-level government apparatus operates stably, administrative reform and digital government development continue to be promoted. National defense, security and social order and safety are maintained.

Travel ready for peak season

Deputy Director of the Department of Culture, Sports and Tourism of Can Tho City Nguyen Minh Tuan said that the street lighting decoration will be constructed in mid-December and is expected to be lit before New Year's Day. The design of the spring flower street has been completed and the locality is mobilizing social resources to implement it, promising to create more attractive spaces for tourists and residents during Tet.

Maintaining tourism attraction comes not only from urban decoration activities but also from tourism stimulus programs, strengthening regional linkages and promoting the consumption of OCOP products associated with tourist experiences. Tours connecting Can Tho - Cu Lao Dung - Tran De - Vinh Chau and many neighboring localities continue to be expanded, creating a rich network of destinations.

Solving the 'bottleneck' of public investment disbursement

Despite achieving many positive results in socio-economic development, Can Tho is still facing great challenges in disbursing public investment capital. According to the report, the public investment capital plan for 2025 assigned by the Prime Minister to the city is nearly 28,959 billion VND. However, by November 27, 2025, the disbursement result has only reached more than 11,965 billion VND, equivalent to 41.32% of the plan assigned by the Prime Minister, 39.15% of the plan assigned by the Can Tho City People's Council and 40.41% of the detailed capital plan.

The low disbursement rate shows that the progress of major projects has not met requirements and directly affects the city's growth rate. Some key projects are behind schedule and have not contributed effectively to the overall development.

In that context, Director of the Department of Agriculture and Environment Ngo Thai Chan said that the sector is completing documents to submit to the city's price council on land prices in resettlement areas, while trying to have enough prices for 19 bidding and auction projects, helping to increase financial resources for the city. In addition, the agriculture and environment sector has prepared a response plan for the peak of the dry season, including a proposal to invest in extending water pipes in Cu Lao Dung, Tran De, Vinh Chau to meet the increased demand during Tet.

Expanded regional connectivity, education and science are new pillars of development

In regional linkage work, Can Tho continues to closely coordinate with provinces and cities in the Mekong Delta, expanding cooperation with Ho Chi Minh City and localities across the country. Strengthening linkages not only promotes economic development but also contributes to increasing the competitiveness of the Mekong Delta in the context of integration.

On November 26, 2025, the city held a conference to sign a cooperation program between the City People's Committee and major universities such as Can Tho University, Ho Chi Minh City University of Economics, Tay Do University, Nam Can Tho University, Vo Truong Toan University and Can Tho University of Medicine and Pharmacy. This is considered an important resource for Can Tho to build an education-research-innovation ecosystem.

Along with that, the city has developed a Plan to implement the Project "Building Can Tho city into a regional development center with trade services, healthcare, science and technology, culture and tourism, modern processing industry, education and training at national and regional levels". This is a strategic task in the Government's Action Program to implement Resolution No. 13-NQ/TW of the Politburo on the development of the Mekong Delta region.

Strengthening public service responsibility

Concluding the meeting, Chairman of the Can Tho City People's Committee Truong Canh Tuyen acknowledged the efforts of all sectors and levels in maintaining growth, ensuring budget revenue and maintaining socio-cultural targets. He also highly appreciated the spirit of coordination between the police and the military that helped Can Tho successfully organize the first large-scale defense exercise, creating trust among the people.

However, the head of the city government also pointed out the remaining limitations, especially the progress of public investment disbursement; the sense of responsibility of a number of officials is not daring to do, not daring to take responsibility, not daring to propose.

According to the Chairman of the City People's Committee, the role of the head of an agency or unit is key in "raising the spirit, uniting, and inspiring cadres and party members", thereby creating motivation to successfully complete assigned tasks.

Focus on the year-end People's Council meeting and prepare the 2026 plan

Regarding the key tasks in the coming time, the City People's Committee requested departments, branches and localities to focus on completing the contents to be submitted to the City People's Council at the regular meeting at the end of 2025, and at the same time urgently institutionalize the passed resolutions.

The city is also preparing to assign socio-economic plan targets and state budget estimates for 2026, ensuring implementation in the first months of the year. The disbursement of public investment capital must be accelerated, in parallel with ensuring construction quality, labor safety, preventing negativity, loss and waste, striving to complete 100% of the capital plan for 2025.

Can Tho will closely monitor market and price developments and proactively implement a market stabilization program for the 2026 Lunar New Year. The city will also launch a peak period to prevent smuggling and trade fraud and prepare adequate goods for Tet. Tourism will continue to be stimulated, especially to exploit international visitors and promote the advantages of OCOP products associated with consumption and experience.

Chairman of Can Tho City People's Committee Truong Canh Tuyen requested to complete the city planning before December 31, 2025 - one of the most important tasks to orient Can Tho's development in the new period. At the same time, he reminded departments and branches to carefully prepare the content of responses to voters' petitions, review the tasks of the whole sector to explain at the question and answer session of the City People's Council, as well as complete the submissions for the thematic meeting at the end of the month.

With high determination, drastic management and consensus of the entire political system, Can Tho City is making efforts to accelerate to successfully complete the 2025 goals, creating a solid foundation to enter 2026 with a spirit of initiative, creativity and responsibility.
