Continuing the 7th Session, on the morning of June 18, the National Assembly discussed in the hall the draft Law on Trade Unions (amended).
Delegate Nguyen Hoang Uyen ( Long An Delegation) proposed that the drafting committee supplement regulations on appropriate staff management mechanisms in the Trade Union Law (amended). This would increase the Union's initiative in arranging its staff to meet the requirements of the new situation.
According to the delegates, in the coming time, the number of union members and grassroots unions will continue to increase. However, the staffing for full-time union officials is limited.
The delegate cited that currently, some trade unions at the grassroots level directly manage 6,000 or more union members but have only 1-2 full-time staff; or like some industrial park trade unions and district labor unions, there are units that manage over 130,000 union members but have only 7-8 full-time staff...
According to the delegates, such regulations will make it very difficult to manage, operate, inspect and supervise trade union activities. On the other hand, it is necessary to pay attention to and arrange full-time grassroots trade union officials according to the scale and number of union members at the grassroots level in agencies, units and enterprises accordingly.
Delegate Au Thi Mai (Tuyen Quang Delegation) said that in recent times, the decision and arrangement of full-time staff in enterprises with a large number of workers has encountered many difficulties. Therefore, the delegate suggested that the Vietnam General Confederation of Labor propose solutions to regulate the appropriate payroll of the Trade Union organization.
Accordingly, it is necessary to proactively and reasonably arrange and assign full-time trade union officials at the employing unit to meet the requirements and tasks in the new situation.
Delegate Nguyen Duy Minh (Da Nang Delegation) said that the draft law stipulates the increase of the initiative of the Trade Union organization in personnel work in Clauses 3 and 4 of Article 26, which the delegate said is appropriate. The amendment and supplement to the regulation giving the Vietnam General Confederation of Labor the right to proactively propose the number of trade union officials who are cadres, civil servants, and public employees in the system creates uniformity in the payroll in the Trade Union system.
According to the delegate, this also overcomes the situation where localities with similar geographical and socio-economic conditions are assigned different numbers of staff, overcoming the situation of equalization in staff allocation.
"This is very meaningful in the current period when the law allows the establishment of labor organizations in enterprises. The allocation of staff along with the balancing of financial resources to ensure administrative expenses and expenses for movement activities of the Trade Union at all levels will contribute to improving the efficiency of using Trade Union finances; at the same time, enhancing responsibility in managing staff, managing the use and implementing policies for trade union officials," the delegate emphasized.
Giving the Vietnam General Confederation of Labor the initiative to decide on the number of union officials who are contract workers in specialized agencies and at grassroots unions aims to ensure initiative and flexibility in arranging union officials, meeting the requirements of union member development in each period, contributing to improving the operational capacity of the trade union organization.
