In the fake invitation letter of Ho Chi Minh City Social Insurance, the subjects wrote the content applicable according to Decree 164/2025/ND-CP and Decree 188/2025/ND-CP, for people registering to participate in health insurance (HI) issued by the Social Insurance agency.
The invitation clearly states the full name, date of birth, gender, phone number, ID card number, and current residence of the invitee. The content of this fake invitation is to support 100% of the health insurance premium for households residing in poor communes according to the Prime Minister 's Decision and other documents of competent authorities.
In particular, this fake invitation requires people to bring their chip-embedded ID card, health insurance records and provide the Ministry of Health's information portal file code. Ho Chi Minh City Social Security determined that this is a clear sign of illegal personal data collection.
The fake invitations are sophisticatedly designed, using fonts, layouts, red seals, and signatures of leaders similar to real administrative documents of the Social Security agency, making it easy for people to confuse them.

Ho Chi Minh City Social Insurance affirms that it does not issue any type of invitation in the above form and does not ask people to provide personal information via strange phone numbers.
When receiving a document with the name and seal of the Social Security, people should carefully check the administrative information, legal basis, and compare it with the official website of the Social Security of Ho Chi Minh City: https://tphcm.baohiemxahoi.gov.vn.
When in doubt about the authenticity of the document, people should contact the Social Security Office of their place of residence or call center 1900.9068 for verification. Absolutely do not provide personal data to any individual or organization of unknown origin or impersonating the Social Security Office.
