On April 17, Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, and a working delegation inspected the site and supervised the site clearance work for the Hoa Lien - Tuy Loan Expressway Project.
According to the report of the People's Committee of Hoa Vang District, the Hoa Lien - Tuy Loan Expressway Project needs to clear 11.5 km of land through 3 communes: Hoa Lien, Hoa Son, Hoa Nhon (Hoa Vang District). The functional units must process 1,166 records, clear 20 km of frontage roads on both sides of the route with 710 records, and more than 2,900 graves.

Up to now, in terms of legal documents, 1,068/1,166 documents have been counted, reaching 92%. The locality has held legal meetings on 890/1,166 documents, reaching 76% and has implemented price assessment on 752/1,166 documents, reaching 65%. At the same time, the People's Committee of Hoa Vang District has received people, paid and mobilized the handover of agricultural land and other land, which is 580/916 documents, reaching 63.3%. The handover has been completed with a length of 6.2 km/11.5 km, reaching 54% (both sides of the 12.37 km/23 km collector road). Regarding the clearance of graves, 2,758/2,908 graves have been counted, reaching 95%, and the relocation of 581/2,908 graves has been completed.
The leader of the People's Committee of Hoa Vang District reported to the working delegation of the City Party Committee that the People's Committee of Hoa Vang District is currently strengthening working groups and human resources to focus on completing legal documents and receiving people to mobilize for land clearance. At the same time, it is also implementing procedures for compulsory land recovery for cases that have been adequately compensated but refuse to hand over the land.
However, the current difficulty is that there is no land for resettlement for people subject to clearance. The city has a policy of arranging resettlement in neighboring areas, but the majority of households in Hoa Son commune are Catholics, wishing to be resettled in the Hoa Son area for convenience in living and religious beliefs.
The Hoa Lien - Tuy Loan expressway project is 11.5 km long and is currently lacking land for construction.
At the inspection, Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, requested to speed up the appraisal and environmental impact assessment report, and complete the construction dossiers of 2 resettlement areas to serve the relocation of people. Therefore, the Management Board of Infrastructure Development Projects of Da Nang Industrial and High-Tech Parks urgently constructed 2 resettlement areas to ensure that there is actual land to hand over to people when the land is recovered.
Mr. Quang requested all levels, sectors and the People's Committee of Hoa Vang District to strive to complete the project's site clearance before May 31. At the same time, the Secretary of the Da Nang City Party Committee requested contractors to mobilize human resources and machinery to focus on implementing the motto of site clearance before construction begins.
It is known that the Hoa Lien - Tuy Loan Expressway Project is facing difficulties due to a lack of land. Specifically, the project is 11.5 km long but the investor, the Ho Chi Minh Road Project Management Board, has only received more than 3 km of land. However, the 3 km of land is not continuous, some locations are still stuck with technical infrastructure such as high voltage electricity, underground pipelines, etc., making construction difficult.
