Granting certificates to 945 science and technology enterprises

In addition, by August 2025, 31 enterprises had been granted High-Tech Enterprise Certificates, 11 organizations had been granted High-Tech Application Activity Certificates, and 1 organization had received High-Tech Incubator Certificates.

New points in state management of science and technology

In the third quarter of 2025, the Ministry advised the Government and the Prime Minister to issue 8 decrees, 4 resolutions and 6 decisions, and issued 13 circulars to perfect the legal system in the field of science and technology.

In particular, the Ministry has reviewed and adjusted the method of allocating funding for the implementation of 98 national science and technology tasks. By August 2025, 6 high-tech zones had been established. In addition, the proportion of high-tech goods exports in the second quarter also reached an impressive 48.36%.

In the field of innovation, the total value of registered technology transfer contracts (implemented by the Ministry of Science and Technology) reached 308 billion VND, showing strong growth in commercialization of research results. The Ministry also announced the framework of the local innovation index (PII) for 2025, including 7 pillars, 16 groups of indicators and 52 component indicators, and organized workshops and training for localities across the country.

Local difficulties and problems

Many localities have proactively implemented activities to promote science and technology. Thai Nguyen province has announced a list of 19 major problems in science, technology, innovation and digital transformation to call on businesses to participate in solving them. Quang Ninh and Vinh Phuc provinces have applied a maximum remuneration of 40 million VND/person/month for heads of provincial-level scientific tasks, equivalent to the prescribed level for national-level tasks, to attract talent. Ho Chi Minh City has inaugurated the Ho Chi Minh City Innovation and Entrepreneurship Center (SIHUB) and accepted 15 pre-incubation projects and 40 incubation projects in 2025 alone.

However, localities also pointed out some difficulties and problems. Registering the list of implementing Circular 09/2024/TT-BKHCN on management of science and technology tasks at provincial and grassroots levels using the state budget is difficult due to new points compared to previous regulations. In addition, there is a lack of specific guidance documents on dossiers and requests for financial support for registration of intellectual property protection abroad. Activities to support innovative startups in the form of public services still lack economic and technical norms. There is no mechanism for venture investment and risk acceptance in innovative startups. In addition, difficulties in statistics and improving the provincial innovation index have also been pointed out by localities....

Completing draft laws

To address the above issues, Mr. Ha Minh Hiep, Chief of Office of the Ministry of Science and Technology, said that in the fourth quarter of 2025, the Ministry will continue to complete and submit 5 draft laws to the National Assembly at the 10th Session of the 15th National Assembly. These draft laws include: Law amending and supplementing a number of articles of the Law on Intellectual Property; Law on High Technology (amended); Law amending and supplementing a number of articles of the Law on Technology Transfer; Law on National Digital Transformation; Law on Artificial Intelligence.

Along with that, the Ministry will also complete and submit to the Government for promulgation 16 decrees guiding the implementation of 5 important laws passed by the National Assembly at the 9th Session, to ensure that the laws are quickly put into practice. These efforts will help create a solid foundation for the development of science, technology, innovation and digital transformation in the new era.

The certification of nearly 1,000 science and technology enterprises is clear evidence of Vietnam's strong transformation. Together with breakthrough policies and synchronous coordination from central to local levels, science and technology will continue to be the key driving force for socio-economic development and national status enhancement.
