According to the Director of the Department of Startups and Technology Enterprises of the Ministry of Science and Technology , dual transformation is currently a transformation of business models, not simply the application of technology.

“If people are still the same, the business model is still the same, the output and input supply, and the management are still the same, we cannot apply dual transformation,” Mr. Quat said.

Mr. Quat commented that in the context of digital transformation shifting to AI, platform technology, ecosystem business models, etc., leaders must change the nature of their thinking about business models and growth models to meet the increasingly fierce regional and global competition requirements.

Emphasizing the role of entrepreneurs and leaders in the dual transformation process, Mr. Quat said that through capital raising mechanisms, investors will evaluate the thinking and capacity of entrepreneurs and leaders to make investment decisions. “Technology can change, products can change, businesses can change, but people change is the most difficult,” Mr. Quat emphasized.

According to him, the task of associations and policy-making agencies is to help entrepreneurs change their thinking, apply new business models and growth models, and then find suitable technology to apply.

Agreeing with Mr. Pham Hong Quat, Mr. Nguyen Dinh Thang - Vice President of Vietnam Information Technology Association, Vice President of Vietnam Private Entrepreneurs Association said: "If you want digital transformation, if you want green transformation, you have to start from people. People have enough capacity, leaders have enough determination".

Also emphasizing the role of leaders in the dual transformation process, Mr. Mac Quoc Anh - Vice President of the Hanoi Association of Small and Medium Enterprises said that the lack of innovation culture, lack of data thinking and effective measurement system is the biggest challenge for small and medium enterprises. "Small-sized business leaders are often busy running and selling so they lack time to update news" - Mr. Anh explained.

In addition to the issue of leadership, many opinions in the forum said that the lack of technology human resources, management human resources and capital makes the dual transformation process in enterprises, especially small and medium enterprises, encounter many difficulties. To solve this problem, according to Mr. Nguyen Dinh Thang, it is necessary to have a clear training program, training methods and output results.
