The story of AI robots in the ward and the aspiration to build a digital government from the heart.

Out of nearly 1,500 photographic entries submitted from across the country, the photo series "AI Robots as Public Service Staff in Hanoi," reflecting two major transformations of the country in 2025, won first prize in the "Technology from the Heart" photo and video contest jointly organized by the Vietnam News Agency and the Military Telecommunications and Industry Corporation ( Viettel ).

"Since July 1st, Hanoi has been one of the leading units in implementing the two-tiered government system decisively, creatively, and effectively. As a reporter covering this area, visiting each ward and commune, I truly feel the 'transformation' in these newly established wards and communes to better serve the people," said journalist Nguyen Phu Khanh (Ba Dinh Ward, Hanoi), the author of the photo series.

"Around the same time, in Cua Nam Ward, a central area of ​​the capital, AI robots have been put into operation at the public administrative center. This special 'service staff' is making its first appearance at the ward/commune level," Khanh added.

The reorganization of the administrative apparatus and units is a major and particularly important policy of the Party and the State, with long-term strategic significance, demonstrating the political determination to build a streamlined, effective, efficient, people-oriented, and better-serving administration, as directed by General Secretary To Lam on the first day of operation of the two-tiered government in Hanoi on July 1st.

Also in the past year, with the issuance of Resolution No. 57-NQ/TW, the Politburo identified science and technology, innovation, and digital transformation as the main driving forces for development in the new period. One of the seven main tasks is to accelerate digital transformation and apply science and technology in the operations of agencies within the political system.

"We witnessed many smiles from people when they came to complete administrative procedures here. The fun that this robot brings not only attracts young people but also receives a lot of attention from the elderly," the photographer shared about the inspiration for creating the photo series.

"An elderly man told us, 'It's so simple, just press a button and you get a queue number, and they even know how to talk and explain administrative procedures. This employee is great.'"

The AI ​​robot in the ward has six main functional groups: Service consultation and automatic queue number dispensing; Online feedback collection and delivery; Integrated electronic information board; Automatic movement, water and snack distribution in the waiting area; AI-powered conversational communication; On-site consultation and support.

The robot can also move autonomously within the public service area, serve water and snacks directly to citizens, and act as an "information library" to help people look up administrative procedures and regulations. Citizens can also rate the quality of public administrative services directly through this robot, ensuring privacy, and the feedback is submitted directly to the system for the ward leaders to address and rectify any issues.

"Through the story of the first AI robot serving as a public administrative staff member in a ward in Hanoi, we want to convey a message about change, about the capital's determination to effectively implement and concretize Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation, and to soon build a digital society where people can enjoy the achievements of technology," a representative of the author group shared.

The photo collection is not only a vivid glimpse into a specific step forward for Hanoi, but also a testament to the shared spirit that the "Technology from the Heart" competition aims for - to inspire and spread the spirit of technological innovation and creativity in every aspect of life, from urban to rural areas, from administration to education, healthcare, transportation, and more.

According to the organizers, the competition not only seeks beautiful works, but more importantly, creates a forum for technology to connect with real life, to be felt and expressed from the heart – something that few people previously considered when talking about science and technology.

The first ever "Technology from the Heart" photo and video award is being jointly organized by the Vietnam News Agency and the Military Telecommunications and Industry Corporation (Viettel) in 2024. This year, the award is held with the theme "Vietnamese Innovation – The Road to Prosperity," contributing to spreading the spirit of innovation, creativity, application of science and technology, and national digital transformation in accordance with Resolution 57-NQ/TW dated December 22, 2024, of the Politburo.

Each artwork is part of a larger story about the connection between technology and people, reflecting science and technology as a driving force for development in all industries, in the spirit of Resolution 57. The 63 most outstanding works of the Award are on display at Tao Dan Flower Garden, Hanoi from October 23-26.
