
The Provincial People's Committee also requested the Project Management Board to strengthen coordination with local authorities and the Provincial People's Committee (through the Department of Construction) to promptly address and resolve difficulties and obstacles arising during the construction process; and to develop a detailed construction plan for the remaining work volume, ensuring the project is completed in December of this year. National Highway 28B continues to receive special attention because, in recent times, the construction progress has been the subject of much public and media scrutiny, with the risk of missing the initial completion and commissioning deadline.
It can be said that after the merger of the three provinces of Lam Dong, Binh Thuan , and Dak Nong, the new Lam Dong province is considered to have a special synergy for breakthrough socio-economic development, with many potentials and advantages in industry, tourism, agriculture, and marine economy. However, one of the obvious obstacles to connecting the three former provinces is transportation infrastructure. Currently, besides the two expressways Vinh Hao - Phan Thiet and Phan Thiet - Dau Giay, and National Highway 1A, considered the "backbone" in the eastern part of the new Lam Dong province, National Highway 20 is the North-South bridge connecting the development of the Da Lat administrative center. However, National Highway 20 is currently overloaded with traffic and has speed limits, which has greatly affected development. Development is awaiting the Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressways. To the west, development is awaiting the Chon Thanh - Gia Nghia expressway. In particular, the "backbone" transportation artery connecting East and West from Phan Thiet to Da Lat via Gia Nghia along the current National Highways 28 and 28B is considered outdated, making travel very difficult for the local population. Therefore, the upgrading and expansion of National Highway 28B, currently under urgent construction, is seen as a temporary but extremely necessary solution for the East-West transportation axis.
However, recently, what has caused concern and disappointment among people traveling on National Highway 28B, as well as through media reports, is the progress of the project. Besides objective reasons, the Vietnam Road Administration and provincial leaders have also pointed out that the Project Management Board and the supervising consultant have not been decisive enough in their direction and management. Furthermore, the contractors have not been actively involved in construction, and have not mobilized sufficient manpower, materials, and equipment…
Speaking to the press, provincial leaders also stated that the locality will actively coordinate to accelerate the progress of completing the road as planned. This will contribute to serving the transportation needs of the people and tourists , especially in the near future when Lien Khuong Airport temporarily ceases operations for upgrading (expected in March 2026), as this is the shortest route from Ho Chi Minh City to the provincial center.
Recalling his directive speech at the working session with the Standing Committee of the Provincial Party Committees of the three provinces of Binh Thuan, Lam Dong, and Dak Nong before the merger, General Secretary To Lam emphasized the importance of transportation infrastructure in socio-economic development and ensuring national defense and security after the formation of the new Lam Dong province. The General Secretary requested the acceleration of expressway projects, especially the Nha Trang - Lien Khuong route and the route connecting Dak Nong - Lam Dong - Binh Thuan, before 2030.
Perhaps, while waiting for these expressways, urgently accelerating the construction progress of National Highway 28B, ensuring it stays on schedule, is the solution to meet expectations; otherwise, we would be failing the people.
