Recently, many people in Xuan Dong hamlet (Vinh Phu ward) were surprised when a new concrete road suddenly appeared on the agricultural land at the end of the hamlet. "We don't know if the government built this road or not. We only know that they built it at midnight, and when people went to exercise in the morning, they saw that it was already finished," said a resident of Xuan Dong hamlet.
Vinh Phu is a new ward, formed on the basis of merging 4 old wards and communes including: Ha Huy Tap, Nghi Phu, Nghi Duc wards and Nghi An commune. In which, Xuan Dong hamlet previously belonged to Nghi Duc ward. According to the reporter's records, this concrete road is about 90m long, more than 5m wide, running through 8 agricultural plots of land of the people. The remaining edge on the other side of the road is adjacent to the land for perennial crops.
This new road is connected from Nghi Duc resettlement area, passing through peanut fields of the people in the hamlet to go to the garden plots. According to the planning map of the old Nghi Duc ward, there are no residential plots around the road. “We know that in the past, there was a group of people who came here to buy some garden plots at the end of the hamlet, close to Nghi Duc resettlement area. But these garden plots have no exit. Maybe they secretly built this road so that they could convert that garden plot into residential land,” added a man who has lived near this area for many years.
According to the reporter's investigation, this road was built late at night on June 22. At around 11pm, workers and machines were mobilized, worked hard and completed the road before dawn. Mr. Nguyen Chien Thang - the head of Xuan Dong hamlet said that he only knew about this road when it was finished, after receiving feedback from the people. "After that, I reported to the People's Committee of the old Nghi Duc ward", Mr. Thang said. However, Mr. Thai Huy Truong - Vice Chairman in charge of the People's Committee of the old Nghi Duc ward said that he did not receive this information. After organizing a 2-level government, Mr. Truong is currently an officer of the Office of the People's Committee of Vinh Phu ward.
Present at the road on the afternoon of July 2, Mr. Nguyen Xuan Tuan (52 years old, living in Vinh Phu ward), admitted that he was the one who built this concrete road. Mr. Tuan admitted that he was wrong in building this road without permission from the local government, and at the same time "encroached a little" on the agricultural land where people grow peanuts. However, Mr. Tuan said that this area used to have a road.
“Actually, I was also asked to build this road. I have a younger brother who used to live in the garden plot inside, but now he has moved to another place. This area used to have an old road leading to my younger brother’s house, but now I just poured concrete on top of it. It’s just that the road is a bit wide, and it encroaches on agricultural land. The eight households with agricultural land also created conditions, and I didn’t have to spend money to buy it from them,” said Mr. Tuan.
However, according to the people of Xuan Dong hamlet, this area previously had no road, but was just a very narrow field bank for people to cultivate. The garden plots inside had never had houses, and no one had ever lived there. Similarly, a leader of the Economic - Infrastructure Department of Vinh Phu ward, after reviewing the map, also said that the area was not a road but just a field bank.
