Land database cleaning and enrichment campaign: Striving to complete on time

Implementing the plan of the Ministry of Public Security - Ministry of Agriculture and Environment (MARD), Khanh Hoa Provincial People's Committee on deploying the Campaign to enrich and clean up the national database (CSDLQG) on land within 90 days (from September 1 to November 31, 2025), recently, departments, branches and localities in the province have synchronously deployed tasks, striving to complete the campaign's goals.

Actively collect data

According to Mr. Le Tien Vinh - Vice Chairman of Nha Trang Ward People's Committee, to implement the Campaign to enrich and clean up the National Land Database under the direction of the Provincial People's Committee, the ward organized a conference to guide the implementation to 75 residential groups, working groups, data entry groups and propagate the purpose and significance of the campaign. At the same time, based on the list of residential land plots and residential land attached to houses provided by the Nha Trang Land Registration Office Branch, the ward classified them into residential groups according to land plot addresses, established 5 working groups and 1 data entry group. The heads of residential groups went to people's houses to persuade land users to provide certificates, identity cards, and citizen identification cards; the heads of the working groups transferred the collected information and documents to the data entry group to enter and send to the Ward People's Committee.

Similarly, Dien Khanh commune has also issued a plan to launch a movement to compete to get rich and clean up the national database of land in the commune. With the requirements and targets set out, the commune has mobilized people to prepare certificates, citizen identification cards and cooperate to the highest level; strive to complete 100% of the target of collecting certificates and citizen identification cards according to the list transferred by the Branch of the Land Registration Office... Mr. Nguyen Luu Truyen - Vice Chairman of the People's Committee of Dien Khanh commune said: "To promote the effectiveness of the campaign, the commune has also issued a notice explaining the highest goal of the campaign is to protect the legitimate rights of the people through building a "correct - sufficient - clean - alive" database; ensuring that information on the certificates (red books, pink books) of the people is synchronized and unified with the State database, helping to firmly protect the property rights of each family; making administrative procedures faster. When the data is standardized, in the future, administrative procedures on land will be reduced, resolved more quickly and conveniently in the electronic environment; increasing transparency. Accurate land data also helps the State's management work to be transparent, effective, and better serve the people".

After 60 days of implementing the campaign, with the efforts of the Department of Agriculture and Environment together with agencies, units and localities, the whole province has reviewed and classified land data of 1,333,311 land plots; authenticated 1,180,694 land user information in the province's National Database with the National Population Database (reaching 100% of land user information available in the local National Database); updated and corrected the land database of 445,639 land plots, meeting the requirements of correct - sufficient - clean - alive data. At the same time, the Department of Agriculture and Environment has synchronized the local land database with the National Land Database of 949,364 land plots; created identification codes for 1,479,995 land plots; Implement land database conversion according to the 2-level local government model to connect, integrate and update land parcel identification codes in the land spatial database...

Commune-level tasks to be completed before November 15

In Document No. 7253, dated September 27 of the Ministry of Agriculture and Environment on the implementation of the Campaign to enrich and clean the National Land Database, Khanh Hoa province is among the localities actively implementing the tasks, organizing the collection, verification, updating of land information that is correct - sufficient - clean - alive, synchronizing data..., which is highly appreciated by the Ministry of Agriculture and Environment.

In addition to the above achievements, according to the leaders of the Department of Agriculture and Environment, the work of enriching and cleaning the National Land Database is still difficult because the volume of land and housing certificates, identity cards, and citizen identification cards that still need to be collected at the People's Committees at the commune level is still very large, while there are only 30 days left to complete the campaign's goals. The Department of Agriculture and Environment has reported to the Provincial People's Committee and the Department of Land Management (Ministry of Agriculture and Environment) to pay attention and direct the People's Committees at the commune level to urgently collect certificates, identity cards, and citizen identification cards; at the same time, direct the Commune Police to match citizen identification information according to the list of certificates, identity cards, and citizen identification cards transferred by the Branch of the Land Registration Office; The People's Committees at the commune level implement the regime of periodic reports on the progress of the campaign to enrich and clean the National Land Database at the commune level within the prescribed time. All tasks of the Commune People's Committee must be completed before November 15 so that the Khanh Hoa Land Registration Office can advise the Department of Agriculture and Environment to carry out the remaining tasks before November 30.

Comrade Tran Hoa Nam - Vice Chairman of the Provincial People's Committee said: "The 90-day campaign to enrich and clean up the National Land Database is an important and urgent task under the direction of the Government, the Ministry of Public Security and the Ministry of Agriculture and Environment. Therefore, the Provincial People's Committee requires agencies, units and localities to continue to pay attention and direct the synchronous implementation of tasks with a spirit of high determination and great efforts to complete the work according to the set schedule".

The objective of the Campaign to enrich and clean up the National Land Database is to create a foundation for the development of e-Government and a modern, fundamental tool for synchronous and unified state management; to help all levels and sectors have full, fast and accurate information to promptly make transparent, effective and accountable decisions; to improve the quality of public service provision, reform and resolve land administrative procedures for people and businesses in the electronic environment. At the same time, connect, share and synchronize the National Population Database and databases of other sectors to operate smoothly between agencies in the political system to exploit and effectively use digital resources and digital data, and reduce paper documents in administrative procedures.
