Government approves investment in Ho Chi Minh City – Moc Bai Expressway Project (phase 1)
The Ho Chi Minh City – Moc Bai Expressway is 51 km long, with a total investment of VND 19,617 billion. The project implementation period is from 2024 to 2027.
On August 2, Deputy Prime Minister Tran Hong Ha signed Decision No. 760/QD-TTg, approving the investment policy of the Ho Chi Minh City - Moc Bai Expressway Project (phase 1) under the public-private partnership (BOT Contract) method.

According to the Decision, the Project has a total length of 51 km; the starting point connects with Ring Road 3 - Ho Chi Minh City in Cu Chi District, Ho Chi Minh City; the end point intersects with National Highway 22 (Km53+850) in Ben Cau District, Tay Ninh Province.
In terms of scale, phase 1 will invest in 4 lanes, with a design speed of 120 km/h. The project implementation period is from 2024 to 2027.
The preliminary total investment of the Project is 19,617 billion VND, invested in the form of PPP (BOT Contract).
Of which, the capital that the investor is responsible for arranging is 9,943 billion VND. The State capital participating in the project is 9,674 billion VND (Central budget 2,872 billion VND; Ho Chi Minh City budget 6,802 billion VND).
The expected fee level is determined based on the principle of determining the starting price and the price for each period to ensure the interests of the PPP project enterprise, users and the State; creating conditions for investors to recover capital and make profits.
Investors investing in this project will enjoy incentives on tax, land use fees, land rent and other incentives according to the provisions of the law on tax, land, investment and other relevant legal provisions...
The investment in the Ho Chi Minh City – Moc Bai Expressway aims to reduce the load on National Highway 22, develop the industrial – urban chain Moc Bai – Ho Chi Minh City – Cai Mep Port – Thi Vai associated with the Trans-Asia economic corridor, promote the socio-economic development of Ho Chi Minh City and Tay Ninh in particular and the provinces of the Southeast region in general.
